GENERAL STATEMENT OF DUTIES

The Assistant Planning, Zoning and Building Director position is a senior position which performs professional and administrative duties related to city planning, zoning, and code enforcement. Responsibilities include, but are not limited to, initiating, implementing, monitoring, and updating municipal planning activities and community designs, grant writing, and review of all residential, commercial, and industrial development and redevelopment proposals. Responsibilities also include guiding growth to appropriate areas of the city as outlined in various City planning documents and building relationships with municipal departments, boards, businesses, and residents.

The Assistant Director of Planning, Zoning, & Building reports directly to the Planning, Zoning and Building Director.

PRIMARY RESPONSIBILITIES AND DUTIES

1. Reviews applications and detailed site plans for new development; coordinates with developers for required and recommended modifications to ensure compliance with City ordinances and planning documents.
2. Reviews applications for and issues permits for development.
3. Inspects new developments for compliance with City site plan approvals.
4. Provides technical assistance on planning and development issues and staff support to the Planning Commission, Board of Zoning Appeals, Architectural Board of Review, and Landmark Commission.
5. Reviews and provides analysis on applications for zoning map. Prepares text amendments and map amendments.
6. Prepares development data and produces reports summarizing and analyzing such data (i.e. demographics).
7. Oversees and establishes methodologies for data collection, analysis, and complex studies related to land use, demographics, and environmental impacts.
8. Assists the Director with preparation of staff reports.
9. Supports the Director in working with the Planning Commission, City Council, and staff on public policy issues and planning procedures.
10. Performs related duties as assigned by the Director.
11. Remains available to support and assist staff in serving the customers of the department.

MINIMUM QUALIFICATIONS:

1. Five (5) years of progressively responsible experience in the field of planning is highly preferred.
2. Current and advanced planning activities and relationship to comprehensive planning process and associated methodologies and techniques.
3. Planning principles, practices, regulations and techniques as they relate to land-use subdivision, environmental impact, transportation or related areas, community and economic development, historic preservation, forecasting, and political decision-making processes.
4. Permitting processes, administration, permit tracking software, and geographical information system software.
5. Developing and writing reports based on an analysis of data and ongoing citizen and agency input.
6. BS/BA from an accredited college or university in Municipal Planning or related field. Master's Degree preferred.
7. American Institute of Certified Planners (AICP) certification preferred.

PHYSICAL DEMANDS:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee will exert up to 15 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Substantial movements (motions) of the wrists, hands, and/or fingers will occur, such as when using a computer keyboard or office equipment. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer monitor; extensive reading is regularly required. When in the field, this position generally requires that the employee maintains a light to moderate level of physical exertion for extended periods of time, up to two (2) hours or more. The employee may be subjected to fumes, odors, dusts, vehicle traffic, and other environmental factors while performing field duties. Employee must wear/use PPE as required.
