Financial Planning Manager, Program Development

Reporting to the Associate Vice Provost, Academic Quality and Teaching Innovation, the Financial Planning Manager, Program Development leads the financial strategy and oversight for Sheridan's rapid program development initiative. This role ensures financial viability of new programs through detailed cost analysis, budget modeling, and long-term sustainability planning. Working closely with the Project Manager and Faculty Operations Managers, this position coordinates all financial aspects of program development, from initial feasibility assessment through implementation planning, while maintaining alignment with institutional financial policies and goals.
What You’ll Be Doing
- Program Financial Planning and Analysis, including: developing comprehensive financial models for new program proposals; conducting cost analysis and ROI projections for each program; creating budget models for different delivery scenarios; assessing financial feasibility and sustainability of programs; guiding SMEs on financial components of program proposals;
- Project Budget Management and Oversight, including; tracking and monitoring project development costs across all phases; collaborating with Project Manager on budget variance analysis; processing and verifying contractor/SME payments; preparing financial status reports; managing contingency planning;
- Strategic Financial Planning and Stakeholder Coordination; coordinating with Faculty Operations Managers on resource planning; supporting development of Ministry funding submissions; preparing financial data for Board presentations; modelling long-term operational costs and revenue projections; analyzing capital equipment and infrastructure needs; developing implementation cost estimates;
- Developing and maintaining comprehensive project budget management for the rapid program development initiative across 5 phases, including: leading strategic budget planning and forecasting for all 24 new programs, ensuring alignment with project timelines and deliverables; supporting the project leadership team with respect to budget and financial activity; providing Questica and ABM related support for budget preparation and change requests across all project phases; monitoring and managing project financial activity including budget forecasts, variance analysis, and financial modeling; creating and maintaining comprehensive spreadsheets and tracking tools to support planning, budgeting, monitoring, reporting and budget reconciliation across all project phases; providing support and monitors, together with the AVP and Project Manager, the development and implementation budgets to ensure fiscal responsibility; coordinating financial resources requests guided by institutional policies and procedures; acting as primary liaison with Finance Business Partner for project-related matters; maintaining comprehensive records of all project-related financial transactions and commitments;
- Leading comprehensive financial analysis and planning for all new program developments across multiple credentials and delivery models, including: Develops detailed costing models for each program proposal; creating multi-year revenue projections and sustainability models including: preparing Program Delivery Information (PDI) forms; providing ongoing financial analysis and planning support to project stakeholders; reviewing financial components of proposals; validating resource requirements; preparing detailed financial analysis for various approval stages;
- Developing and maintaining comprehensive implementation financial planning for all new programs across multiple launch phases;
- Establishing and maintaining effective financial communication and coordination across all projects;
- Performing other initiatives and activities as required.

The ideal candidate will also possess the following qualifications:
- 4-year Bachelor’s degree in Finance, Accounting, Business Administration, or related field
- 5 years of progressive experience in financial planning and analysis, ideally in post-secondary education (equivalency to be considered)
- Demonstrated experience in project budget management and financial modeling
- Expertise in budget development, monitoring, and forecasting
- Advanced knowledge of financial analysis tools and techniques
- Proven experience with financial reporting and variance analysis
- Solid working knowledge of institutional financial systems (e.g., Questica, Banner)
- Experience in developing costing models for new initiatives
- Knowledge of Ontario post-secondary funding frameworks
- Understanding of international education financial models
- Advanced Excel skills including complex financial modeling and pivot tables
- Experience in stakeholder management and cross-functional collaboration
- Project management experience, specifically related to financial aspects
- The following will be considered assets:
- Professional accounting designation (CPA)
- Financial management courses or certification
- Advanced competency in MS Office
- Working knowledge of PeopleSoft
- Courses in Budgeting / Forecasting, Operations Management
- Adobe, SharePoint training
- Project management courses
- Experience with Wordpress or other tools for website creation
