**JOB SUMMARY**:
Arts and Heritage Development champions the arts across the corporation and community and is responsible for arts development activities, programs and initiatives, including Community Art Programs, Public Art Programs, Cultural Funding/Support Programs, and Cultural Tourism/Festival/Industry initiatives among others.

You are responsible for overseeing the development, administration and implementation of Public Art Programmes, which includes but is not limited to, corporate fine art collection, art commissioning and professional exhibitions. You assist with the development of operational and capital plans, budgets and the preparation of legal agreements and reports while following corporate policies and procedures. You: also provide on-going evaluation, research and professional advice through the evaluation, research and analysis of a wide variety of cultural issues in order to incorporate best practices and standards; develop strategies of cultural programmes, build relationships with cultural organizations and promote an appreciation of local arts; carry out public consultation; and select and facilitate peer assessed juries.

In accordance with the Percent for Art Policy, the Public Art Officer, Commissions, collaborates with key stakeholders to develop the parameters of multi-phased commissioning projects. Develops, drafts and circulates the request for proposals and ensures a fair and competitive juried selection process. The Public Art Officer provides technical expertise regarding arts methods, materials, and site integration. Oversees integration, fabrication, installation and ensures that maintenance requirements of artwork are fulfilled, including budget planning, coordinating the public participation process, developing legal agreements, monitoring and approving artist payments, coordinating documentation and ensuring copyright requirements are met.

**EDUCATION AND EXPERIENCE**:
Completion of 4 year university degree in Visual Arts, Art Education, Arts Administration, Art History, Museology or related field.

Minimum of 5 years of related experience in cultural administration, including progressively responsible or project management experience;

**KNOWLEDGE**:

- Knowledge of the philosophy, objectives and professional standards associated with the Public Art Program.
- Local arts scene in visual and media arts practices;
- Municipal, provincial and national arts development policies, public art policies, funding policies, data sources and practices;
- Best practices for diversity integration in the cultural sector;
- Museum standards, status of the artists and copyright legislation, conflict of interest guidelines, peer assessment model and legal agreements relating to art;
- Knowledge of the local and national cultural community in general, and of contemporary issues/trends concerning contemporary artists, arts institution/organizations and communities in public art development.
- Extensive knowledge of capital development project and planning management procedures and of managing multi-phased commission projects and community-based arts projects.
- Technical knowledge of the materials, methods and practices of public art, in addition to conservation techniques, technical architectural drawings/site plans, and building code regulations.
- Building relationships with diversity stakeholders;
- Strong communication, negotiation and mediation skills.
- Project management of multi-partnership, multi-phased public art projects.
- Technical expertise regarding federal copyright laws, legal agreements.
- Set priorities for both team and individual assignments.
- Develop plans, strategies for the delivery of programs and projects.
- Hands-on experience in art collection management principles, methods including database management according to museum standards.
- Knowledge of applicable health and safety legislation, including the rights and duties of workers.
