Position Summary
This position provides leadership to the unit, ensuring that Branch services are managed in an efficient and economic manner that meets the needs of the City of Regina Transit customers. These services include paratransit, accessible taxis, On Request transit, travel training and revenue services which includes the Transit Information Centre, Rideline and revenue processing. This position coordinates communication with customers, external organizations and services, contractors, taxi brokers and taxi decal owners to develop service opportunities and address concerns. This position also oversees Branch technology related concerns, completion of training requirements and procurement. The employee in this position leads safety initiatives and conducts contract monitoring. This position reports to the Manager of Integrated Transportation Services. Duties & Responsibilities
Engage customers, employees, contractors, community partners, and city departments to ensure that all Branch services are planned and delivered using excellent customer service standards to satisfy community and corporate priorities.
Manage all human resources related activities, including strategic resourcing, all aspects of employee relations, performance management including individual work plans, recruitment and selection, and progressive discipline management.
Provide leadership, coaching, training, mentoring and development to ensure a positive, healthy, respectful, participative work environment consistent with the Corporate Contemporary Workplace Strategy.
Establish and oversee employee work schedules including monthly, call ins and updates to Emp Centre.
Coordinate the development of policies and procedures for all Branch services.
Coordinate mailouts for customer communications such as policy updates and the paratransit newsletter.
Assist with ensuring operations and maintenance contract compliance for all Branch contracts.
Ensure Taxi Bylaw compliance and escalate issues to the Parking and Licensing Branch and Taxi Brokers and Taxi Decal owners.
Conduct daily follow-up regarding issues with employees, customers, contractors and internal and external partners related to Branch services.
Develop taxi contract operations RFPs and evaluations and assist with additional Branch RFPs.
Oversee paratransit, On Request transit and wheelchair accessible routes and vehicle schedules. Assist with setting the operating hours for the service including managing the budget for these service hours. Follow-up with customers regarding no show and late cancellation trips. Conduct reviews to establish under utilized subscription trips.
Verify service hours and overages for service hours with the contractor responsible for service. Conduct monthly invoicing for contracted services and charters and reconcile taxi billing.
Oversee passenger registration database and computerized trip scheduling programs.
Oversee customer interaction and information related to the transit fare system and transit agents and assist with duties such as the monthly senior banking withdrawal.
Collect and develop statistics for required performance indicators and provide monthly accountability reports for all Branch services.
Ensure telephone and computer software maintenance procedures are performed. Coordinate and oversee software upgrades and testing with Technology and Branch staff.
Conduct troubleshooting with Technology or other City departments to solve software and technology challenges related to tablets, call and service centre software, fare collection systems, the interactive voice response system and other technology. Order replacement technology and assist with the requirement for new technical equipment and vehicle specifications and procure any required technology.
Lead in the investigation of complaints and incidents for all Branch services including viewing bus surveillance when required.
Develop strategic alliances and create engagement opportunities to present to customers, external agencies and committees.
Follow-up with passengers regarding subscription bookings, trip bookings and service issues.
Lead branch safety initiatives.
Follow all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
