This position is a leadership role at the Sherwood Park-Strathcona County Primary Care Network (SPPCN), under the overall direction and supervision of the Director, Quality & Clinical Operations, with a high degree of independence and autonomy. The Evaluation Advisor leads the evaluation of operational and clinical quality throughout the SPPCN and is key member of the Quality Improvement (QI) team. This includes:

- Developing, implementing and analyzing evaluation projects;
- Accountable for SPPCN reporting requirements, including coordination and writing of reports;
- Responsible for sharing learnings, both internally and externally, as well as building internal capacity for knowledge translation; and
- Oversight of research requests.

Projects are developed utilizing a Quadruple AIM framework aiming to improve quality, reduce costs and improve both patient and provider experiences. Co-design principles are a foundational element including patients, SPPCN employees, member physicians, and external stakeholders, as well as building capacity for internal and external stakeholders for evaluation and quality improvement principles.

**KEY RESPONSIBILITIES**

Key responsibilities include, but are not limited to the following:

- Develop professional, trusted relationships with team members (including physicians and SPPCN employees and management)
- Develop and implement program evaluation strategy in collaboration with Executive Director and Director, Quality & Clinical Operations
- Lead, design, and implement evaluation projects that include appropriate stakeholders
- Participate in SPPCN quality improvement teams activities and meetings and any relevant research projects
- Performs a key role in data compilation and manipulation and uses multiple tools to present both quantitative and qualitative data for analysis and evaluation
- Build relationships with external stakeholders (e.g. other PCNs, Alberta Heath, Alberta Health Services, HQCA, community non-profits, etc.)
- Lead SPPCN evaluation reporting (e.g. annual report, evaluation projects, etc.) in a PDSA (plan, do, study, act) approach
- Ensure adherence to SPPCN policies, HIA and PIAs in preparation of data sharing agreements, data transfer and record retention with respect to evaluation

**EDUCATION & EXPERIENCE**
- A bachelor degree in social sciences, or a health sciences discipline. Graduate degree is considered an asset.
- Knowledge of broad range of health research/evaluation/quality improvement methodologies including program development tools, data collection procedures, data analysis methodologies and reporting
- Canadian Evaluation Society Credentialed Evaluator preferred
- Experience in primary care evaluation will be considered an asset

**SKILLS & ABILITIES**
- Strong foundation in strategic, methodological, and interpretative decisions required to conduct an evaluation
- Understanding, analyzing, and attending to the many circumstances that make every evaluation unique, including culture, stakeholders and context
- Strong project management, facilitation and leadership skills
- Experience with common Alberta EMRs (e.g., Healthquest, Med Access, etc.) and CII/CPAR (Community Information Integration/Central Patient Attachment Registry)
- Knowledge and experience of QI principles and ability to utilize the model for improvement
- Expert level competencies, database administration and Microsoft products: Excel, Word, Teams, PowerPoint etc.
- Strong understanding of primary health care in Alberta
