Coordinator Clinical Information System

SUMMARY OF THE POSITION
As part of the Cree Board of Health and Socials Services of James Bay (CBHSSJB) further development of clinical information systems ecosystem and in support of the organization’s digital transformation, the Coordinator - Clinical Information Systems (CIS) is responsible for the organization’s CIS service in a rapidly evolving and expanding context.
Reporting to the Director of Strategy and Organizational Development, the incumbent supports the Director in the operational and functional management of the CIS Unit, including all components related to the human, material, financial and technological resources management for the Unit. Furthermore, the Coordinator will be entrusted with the development and management of strategies, programs, services and activities related to CIS and electronic medical records (EMR), line management of related resources, and supports employee relations and development.
The Coordinator develops strategies based on leading practices and leads the implementation and improvement activities of related programs and/or services.
SPECIFIC FUNCTIONS
1. The incumbent provides expert advice and support to the Director related to clinical informatics and technologies including leading practices, innovations, strategies, approaches, programs and/or services.
2. The incumbent acts at a primarily regional level to develop and implement the clinical information systems (CIS) and technologies in a context of organizational transformation.
3. In collaboration with various internal stakeholders, the incumbent is responsible for leading the develop, implementation and maintenance of organizational vision, strategies, roadmap and plans for related to CIS and technologies.
4. The incumbent reviews legislative changes and requirements related to CIS and technologies, and ensures continued alignment with vision, strategy, approaches, programs and/or services.
5. The incumbent ensures compliance with normative frameworks and clinic-administrative standards of practice.
6. The incumbent develops and implements strategies for evaluating the overall effectiveness of the CIS.
7. The incumbent acts as change agent and facilitator to mobilize, motivate and align individuals at all levels to achieve strategic organizational objectives related to risk management.
8. The incumbent participates in CIS related conferences with the aim of expanding the network of contacts and building partnerships with other organizations in the public and private sectors.
9. The incumbent ensures accountability to the MSSS for files under the Unit’s authority.
11. The incumbent leads evaluation CIS and technology innovations and provide recommendations to leverage innovations to improving care and service delivery and develops.
12. The incumbent supports the governance of CIS and technology projects and contributes to each phase of projects, from identification of the need to deployment of the solution.
13. The incumbent contributes to the accreditation process and contributes to the updating of action plans for standards and required organizational practices related to CIS and EMRs.
14. The incumbent reviews legislative changes and requirements related to CIS and EMRs, and ensures alignment of the risk management system.
15. The incumbent oversees the development and update of the policies and procedures related to the CIS.
16. The incumbent manages relations with vendors that provide services to support and maintain the CIS and technologies.
17. The incumbent designs risk management tools (ex: risk matrix, registries, reporting dashboards, etc.), identifies relevant indicators, develops and supports data collection process, and creates presentation standards.
18. The incumbent evaluates the CIS environment through the collection and analysis of relevant data from various sources, both quantitative (ex: system statistics) and qualitative data (ex: workgroups), identifies opportunities for improvement, and produces and disseminates reports with results and progress, and develops and presents recommendations for improving the system to various levels within the organization.
19. The incumbent reviews current organizational CIS, and produces and disseminates reports with results and progress, and develops and presents recommendations for mitigating risks to various levels within the organization.
20. The incumbent supports managers in engaging and mobilizing clinical professionals and staff to ensure seamless organizational transitions.
21. The incumbent ensures the management of the files and mandates under their responsibility, and supports the coordination of all human, material, financial and informational resources related to these files, as required by the Director.
