Position Overview:
- The Business Licensing Inspector is responsible for the administration and enforcement of various municipal licensing by-laws throughout the City of Kitchener which include the Business Licensing By-law, Lodging House By-law, Adult Entertainment By-law, and Alternative Massage Centre By-law. This role ensures that businesses and organizations adhere to various regulations and standards while maintaining public safety and nuisance control. This position will also assist the Manager of Licensing with completing by-law reviews and associated processes.**Responsibilities**:
- Investigates complaints and violations relating to licensing and regulatory issues.
- Conducts proactive inspections and investigations to ensure compliance with municipal codes.
- Proactively identifies new businesses or events by way of internal files, social media, newspaper, advertisement, and through in-person inspections in order to initiate the licensing process.
- Prepares and maintains accurate records and reports of inspections, violations, and enforcement actions through the AMANDA program.
- May escalate enforcement by way of issuing notices or orders, laying charges through the Provincial Offences Act (POA) or Administrative Monetary Penalty System (AMPS).
- Collaborates with other municipal departments and other enforcement agencies such as Fire Prevention, By-law Enforcement, Building Services, Public Health, Waterloo Regional Police Services (WRPS) or Humane Society, to address complex issues and provide comprehensive solutions.
- Investigates businesses that have missed renewal deadlines and collects late fees.
- Provides information to the Manager on complicated or contentious issues.
- Attends hearings and court proceedings as required to provide testimony or evidence relating to licensing matters. Stays updated on changes in laws, regulations, and industry standards affecting municipal licensing.
- Performs other related duties as assigned.

**Requirements**:
- Minimum Grade 12 diploma plus up to one year of additional job-related post-secondary courses.
- Minimum 2 years of relevant experience including municipal or law enforcement experience (evidence collection, investigations, inspections, and enforcement).
- Strong organizational and time management skills to prioritize calls and oversee a heavy caseload.
- Intermediate computer skills in data entry, word processing and other pertinent software.
- Valid MTO G class driver's license in good standing.
- Excellent communication and interpersonal skills and the ability to de-escalate in challenging situations.
- Ability to work independently and make sound decisions based on regulations and evidence.
- Highly motivated with the ability to analyze, problem solve, negotiate and mediate various situations.
- Understanding of how to interpret and enforce Municipal By-laws.
- Access to reliable transportation and be able to travel to various work locations across the City.
- Knowledge of the AMANDA system is preferred.
- Municipal Law Enforcement Officer Certification would be considered an asset.
- Reliable with a good attitude and employment record.
