We are a dynamic community-based health centre promoting social justice and health equity in the Regent Park neighbourhood and Downtown East area of Toronto. We operate out of several locations and provide a wide variety of services including: primary health care, chiropody, physiotherapy, health promotion, social work, community health, immigrant and refugee services, harm reduction and homeless programs, Pathways to Education, infant and child development programs, parenting programs, youth outreach and employment services.

**Context**:
Regent Park CHC is a community-based health centre in the downtown east end of Toronto delivering coordinated primary health care, harm reduction, health promotion, illness prevention, advocacy and community capacity-building services to priority populations who encounter barriers to high quality health care services. We have approximately 150 employees in total. Our mission is to provide comprehensive services to improve health and well-being, and work collaboratively to build healthy communities and reduce inequities.

In conjunction with the Strategic Planning process in 2023, a restructuring of the teams resulted in the loss of a director and program management position. This led to concerns being raised by a number of staff members.

Following that, in the spring of 2024, we experienced a labour disruption. The bargaining unit, represented by OPSEU Local 5115, was on strike for 2 weeks.

During the period of the restructuring and continuing since the labour dispute was settled Regent Park CHC has received and responded to a number of grievances and concerns about the psychological safety of the employees.

We agreed in an arbitration of a grievance to undertake a process of Workplace Restoration.

**Scope of Services**:
The successful proponent will be responsible for developing and leading a process of workplace restoration, the scope of which shall include discussions with respect to all of Regent Park’s employee groups. This process should be completed by January 2025.

**Consultant Requirements**:
It is expected that the successful proponent will have:

- Experience in workplace restoration following a labour disruption.
- Experience in stakeholder engagement, and conflict mediation;
- Expertise and experience of the non-profit, community health or social services sector

**Proposal Submission**:

- Name of company, name of all consultants, and contact information
- A CV or profile of consultants illustrating expertise and experience, including three to five examples of projects in similar size and scope to this project
- Three relevant references, including client name, contact person, phone number, project description, and results
- Full details describing the general approach, work plan with timeframes, and explanation of how the workplace restoration will be
- A fee quote for services that includes a detailed budget with a breakdown of expected hours and other expected costs
- Disclosure of any real or perceived conflict of interest that either presently exists or could reasonably be foreseen as arising in the future should the proposal be

**NOTE**:A conflict of interest will be evaluated on its merits and will not necessarily result in the exclusion of a response. You may supplement your proposal with any additional information you feel will strengthen your submission. Please keep total proposal to one PDF file of no more than 7 pages maximum.
