**Role**:
This position is required to be sensitive to and aware of the political nature of procurement and the administration of grants and contracts and ensure that the process is managed in a way that is consultative and collaborative with our community stakeholders and advocacy bodies. It will be essential that this position and its team have strong connections to finance, quality assurance, and management teams and to have strong knowledge of programs.

You will be working closely with various internal and external stakeholders, the position ensures that effective, efficient, and transparent procurement processes and activities align with government and ministry mandates, legislation, policies, procedures, and standards. The position is accountable for the planning, tendering, award, administration, monitoring, and evaluation, grants and contracts spanning all divisional programs.

Main responsibilities include but not limited to.
- Leading the development and evaluation of all procurement plans.
- Developing procurement plans that incorporate regional trends, respond to diverse community needs and support service delivery and provincial procurement alignment and direction.
- Providing advice to the Leadership Team on a variety of strategic procurement management issues and recommending strategies to address existing or emerging issues.
- Identify and implement improvement strategies relating to procurement and reporting that align with stakeholder input, provincial initiatives, operational plans and reconciling differences where these arise.
- Accountable for ensuring consistent, open, and fair procurement processes and practices to support the implementation and continuous improvement of procurement plans.
- Developing and implementing stakeholder management strategies that maximize the effectiveness of procurement design, development, and implementation through increasing awareness, promoting collaboration, and issues management.
- Effective and efficient management of all human and budgetary resources allocated, ensuring equitable utilization, distribution, and allocation of budgets and staffing resources.
- Lead team through the entire procurement process to achieve results in line with operational plans and provincial policies and standards.

**Qualifications**:
**Education**: University degree in a related field (e.g., Bachelor of Business Administration, or Social Sciences, etc.)

**Experience**:

- Broad knowledge of the Child Care and Early Intervention Services delivery system in Alberta and related programming offered by Seniors and Community Social Services and other ministries.
- General knowledge of Child Care and Early Intervention Services priorities and processes at the federal, provincial, and municipal levels.
- Excellent understanding of the strategic directions and mandate of Children and Family Services.
- Excellent knowledge of the GoA grant and contract processes, including applicable legislation, policy, and intergovernmental agreements.
- Excellent knowledge of human resource and fiscal management.
- Knowledge of the various stakeholders’ needs and issues.
- Knowledge of public consultation techniques

- Managing the delivery of complex, legislated programs
- Developing, implementing, and monitoring operational plans
- Developing and maintaining positive collaborative relationships with diverse stakeholders and community groups
