**Role Responsibilities**:
Reporting to the Manager, Contracted Services Management (CSM) Unit, in the Financial Services and Capital Planning Division, the Contracts and Grants Specialist is a key resource in providing comprehensive consultative and operational services related to the administration of the Ministry's procurement, contracting and conditional grant activities.

The Contracts and Grants Specialist contributes significantly to the development, drafting, and review of various agreements and related documents, including fee-for-service contracts, conditional grants and licensing agreements.

As a Contracts & Grants Specialist you will provide expertise, guidance and advice related to Contracts and Conditional Grants including:

- Providing advisory services, in consultation with the Manager, to colleagues at all levels including Deputy Minister and Assistant Deputy Minister Offices, Executive Directors, Directors, Managers, and bargaining unit staff in all matters related to contracts and grants.
- Supporting the Ministry's Contract and Grant Review Committee (CGRC) process, including administering the intake process, conducting review and analysis of contract and grant requests, advising sponsoring program areas of deficiencies with their CGRC submissions and recommending corrective actions to facilitate compliance with policy requirements.
- Providing Secretariat services to the CGRC including developing and distributing agendas, scheduling and participating in meetings, recording Committee deliberations and relaying CGRC decisions.
- Ensuring contracts and grants are developed, drafted and managed in accordance with Ministry and GOA policy, regulations, trade agreements and best practices.
- Developing, modifying, running and analyzing various contract and grant reports including reporting related to agreement status, funding history and payment commitments.
- Administering various contract and grant processes in the Ministry’s Contract Resource Management System (CRMS) and GoA Enterprise Resource Management System (1GX), including data entry, maintenance activities and user support.
- Implementing revisions and updates to the Ministry's Conditional Grant and Contract Management Policies and their associated processes and documentation.
- Working closely with the Unit’s Contracting and Procurement professionals and supporting the Manager, CSM Unit in achieving the Unit's mandate and operational plan goals.
