**Job Summary**:
The Manager, Review Office is responsible for providing leadership and direction on all services related to the Review Office. The incumbent reviews and renders decisions; provides advice on the most complex and/or contentious appeals; verifies compliance with administrative law requirements, provides leadership to staff and directs the overall performance and results of the department.

**Job Duties**:
Collaborates with the Director, Legal, Policy & Corporate Records on implementing and managing new initiatives within the Review Office.

Sets annual departmental goals and objectives, creates annual performance reports, monitors progress and workload to accomplish objectives and provides regular reports on measures.

Provides direction and leadership to staff in order to achieve departmental/divisional and corporate objectives and performance standards.

Manages a group of Review Officers, provides leadership, guidance, support and direction including: hiring staff, conducting performance reviews and follow up, identifying training and development needs, coaching and motivating staff; and coordinating work activities and deciding on disciplinary action up to and including dismissal where necessary.

Directs the day-to-day operation and administration of the Review Office, including assigning reconsiderations to Review Officers and Review Panels, as required, ensuring best practices are followed in decision writing, ensuring policy and law are correctly applied in decisions, ensuring staff receives adequate training and instruction, and reviewing every decision rendered by the Review Office to ensure compliance with corporate standards.

Provides technical guidance, consultation, and expertise regarding claims received by the Review Office; reviews appeals of WCB staff claims and renders decisions.

Contributes to annual planning, identifying and assessing opportunities for improving service delivery and achieving department, division and WCB strategic goals.

Monitors decision trends, interprets information/reports, communicates and/or makes presentations to internal and external stakeholders as required.

Reviews and monitors The Workers Compensation Act and regulations, policies, procedures and processes; makes recommendations for enhancement, and participates in policy reviews; process and system improvements, ensures staff understand and implement new policies/procedures consistently maintains a current and comprehensive knowledge

Assists the Director, Legal, Policy and Corporate Records in developing the annual department administrative budget. Manages the department administrative budget.

Builds and maintains positive and effective working relationships with other departments and units within the organization that are reflective of the values and culture of the WCB.

Pursues professional development through any of the following: literature reviews and research, training courses, continuing education, seminars and conferences and industry networking.

Participates and represents the Employer on various committees.

Performs other related duties as assigned.

**Qualifications**:
Law Degree (LL.B or J.D.), or Graduate Degree in the humanities or social sciences or equivalent combination of education and experience.

Minimum of five (5) years' experience in administrative law interpretation and/or administrative tribunal decision making including two (2) years managing direct reports; preferably in a unionized environment

Extensive knowledge of adjudication and administrative law principles

Superior verbal and written communication skills with the ability to influence, persuade and negotiate with leadership and staff

Excellent interpersonal skills with demonstrated ability to mediate and/or negotiate using tact and discretion in dealing with contentious decisions, complex issues and confrontational contacts

Excellent research, interviewing, analytical and decision making abilities
Knowledge of managerial techniques and principles

Proficient in the use of a personal computer and software (Word/PowerPoint/Excel) in a Windows environment

Ability to lead, manage, mentor and motivate staff

Ability to manage budgets

Ability to work under pressure and manage multiple demands

Ability to adapt to a changing environment and to manage change effectively within the department

Ability to work independently and in a team environment

Knowledge of The Workers Compensation Act and WCB policies and procedures and adjudication and case management processes would be an asset

Ability to communicate proficiently in both official languages (English & French) is an asset, but is not required
