**Description**

The Manager of Safety (Rail) will be a major contributor to the development and growth of both new and experienced team members, by giving safety a face in the field and frequently monitoring the status of measuring and testing certifications, personnel qualification certifications and training/testing documentation, along with providing classroom training as needed to support operations.

This position requires an on-call availability 24/7, with the expectation to be ready to report to the site at any time in the event of an incident, ensuring continuous readiness to address operational needs.

**Minimum Qualifications/Pre-requisites**

Required Education, Skills, and Experience.
- Minimum of high school education or equivalent (GED).
- Minimum of 3 years of operating experience as a full-time certified conductor.
- Minimum of 3 years of operating experience as a certified train service engineer.
- Supervisory experience in operating department required. The site safety manager must be qualified as a switchman and locomotive engineer.
- IROR (Industrial Railway Operating Rules) certified with obtaining 90% on the exam.
- Preferred to have completed an OH&S (Occupational Health and Safety) Certificate or NCSO (National Construction Safety Officer) certification.

**Responsibilities**

Duties of the site safety manager include but are not limited to:

- Demonstrate by example as a safety manager with genuine care and passion, to empower all fellow team members to be an integral and valuable part of our Safety Culture.
- Perform instructor-led training courses.
- Develop, review, and revise as needed training and testing programs with other team members, as well as assist with training and operational needs for new start-up operations.
- Lead and demonstrate hands-on field training using on-site railroad equipment and tools.
- Identify and eliminate hazardous conditions or unsafe behaviors of all associated tasks and jobs.
- Communicate, support, and advise location managers of training and documentation requirements for team members to comply with Company policies, and local, provincial, and federal regulatory agencies.
- Conduct and lead efforts in correctly performing individual efficiency testing and audits to determine safety compliance, proficiency in work practices, knowledge of safeguards and desire for continuous improvement.
- Continue education and knowledge through continued professional development through regulatory research, self-study, seminars, conferences, and meetings to ensure best practices are maintained during industry changes.
- Assist in recognizing, developing, and implementing proactive preventative actions measures such as near misses, safety suggestions and concerns, etc.
- Collaborate with multiple locations to drive consistency in procedure development and use.
- Attend safety incidents and investigations and review findings and corrective actions to ensure root cause has been accurately determined and action items are specific, and value added in eliminating future events.
- Attend planned and unplanned regulatory/safety/compliance related audits conducted by external agencies, customers, or other Watco personnel.
- Watco is a smoke free environment.

**Reporting Relationships**

The Site Safety Manager reports directly to the Director of Safety for Canada. This position will work directly with all team members, supervisors, and managers in assisting, guiding, instructing, training, inspecting, reporting, and providing timely accomplishment in meeting all safety requirements thus assuring protection of team members and assets.

**Must be proficient, skilled, and knowledgeable in**
- SMS (Safety Management System)
- Alberta Railway Regulation
- OH&S (Occupational Health & Safety) knowledge.
- Railroad Operating Rules (IROR), Special Instructions and Timetables.
- Air Brake and Train Handling Rules, and Train Handling Techniques.
- Railcar Inspections and Air Brake Tests.
- Basic Locomotive Mechanical Knowledge and Online Troubleshooting.
- Must have the ability to perform outdoor field training for prolonged periods, as both ground-level conductor instructor and in-cab instructor engineer.
- Must possess strong analytical, written, and oral communication skills.
- Experience working with basic office computer programs (Excel, Word, Outlook, etc.)
- Must possess strong work ethic and lead by example in meeting schedules, appointments, and timelines.
- The Dow Global Rail Switching Standard

**Work Environment**

The work environment for Team Members will include exposure to moderate noise, lifting, climbing, walking etc. in all weather conditions.
