Under the direction of the Manager of Innovation & Technology, the Information Systems Project Leader is assigned the responsibilities of leading the planning, development and ongoing management of information systems required by the Winnipeg Fire Paramedic Service.

For the portfolio of assigned information systems, this position is accountable for providing leadership and direction to staff, performing project, budget, and contract management, and leading operational support.

The position assists the Manager in the development and maintenance of the IS&T strategic business plan, and prepares business cases, project plans/reports, and tendering documents.

**As the** **_Information Systems Project Leader - ePCR_** **you will**:

- Perform detailed systems analysis in order to determine the requirements, specifications and feasibility of information system projects. Prepare detailed system design specifications for medium to large information systems which the Winnipeg Fire Paramedic Service will acquire or develop internally or externally.
- Administer standards, policies, procedures, and methodologies for information systems maintenance and support.
- Perform IT related research and development.
- Perform any other duties consistent with the classification, as required.

**Your education and qualifications include**:

- Bachelor’s Degree in an Information Technology related discipline, or equivalent combination of education and experience.
- Minimum four (4) years direct experience in leading Information Systems Technology projects, programs, or initiatives.
- Experience with SQL for systems development and integration.
- Knowledge of system administration and/or data warehousing.
- Knowledge of programming languages such as Python, C++, C#, Ruby on Rails would be an asset.
- Knowledge of project management principles. Knowledge of the Project Management Body of Knowledge guidelines would be an asset.
- Knowledge of programming languages, information technology architectures, trends and development tools.
- Ability to investigate, analyze, evaluate and resolve a wide variety of project, network, desktop, software and hardware related issues.
- Ability to learn and adapt to changing technological environments.
- Ability to conduct research and make recommendations.
- Ability to communicate effectively, both orally and in writing, with a variety of people.
- Ability to work as a member of a team, and with minimum supervision.
- Ability to execute sound judgment while working under pressure and under stressful conditions.
- Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

**Conditions of employment**:

- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- Prior to commencement of employment, the successful applicant will be required to provide proof of COVID-19 vaccination by providing a Government of Manitoba issued QR code and photo identification.
- Clear Level 2 Security Check with the Winnipeg Police Service, satisfactory to the employer will be required from the successful applicant. Check will be scheduled by the Winnipeg Fire Paramedic Service with the Winnipeg Police Service.
- Willingness and ability to successfully complete additional training and/or certificates relevant to this position’s duties within specified timeframes, if requested by WFPS management.
- Ability to acquire within six (6) months of appointment working knowledge of the City and the WFPS’s:
- Standards, directives, guidelines, protocols, policies, procedures, and practices relevant to this position’s responsibilities.
- Familiarity with the specific systems and processes in place within WFPS.
