As a Contract Analyst you will exercise the highest level of judgment, diplomacy and confidentiality with respect to contract and purchasing processes. This role will be focused on data analysis, procurement cycle management, contract lifecycle management, initiating & implementing continuous improvement initiatives, and supporting the Chief of Logistics and Services with managing various aspects of the portfolio.

Reporting to the Assistant Deputy Chief of Professional Development and Procurement, this position is responsible for analyzing contract and purchasing data including monitoring contracts and purchase orders throughout the various stages and purchasing process which may vary in detail and complexity. These contracts support the acquisition of various goods and services to support Fire Rescue Services within the City of Edmonton (EFRS).

- Initiate procurement process, contract management, monitoring and reporting and various levels of purchasing (as needed) with guidance from various EFRS stakeholders under the supervision of the Chief of Logistics and Services
- Consult with staff; studies contract, procurement, and purchasing data and undertakes work studies; observes methods and procedures in action to determine improved process and workflow
- Collect and analyze background data using statistical techniques and developing dashboards - reviews tests and methodology to ensure adequacy or to determine needs for re-testing, uses computers to assist in analysis of data, estimates, etc.
- Conduct studies of business area(s) structures, methods, systems and procedures; assists superiors to operate with greater efficiency and effectiveness; performs analysis of methods and statistical calculations necessary to conduct studies
- Review work studies of purchasing and contracts; prepares estimates and forecasts using past, current and future trends; informs superiors how proposed systems or procedures will affect operations; obtains or prepares estimates of time, costs, materials and equipment requirements and other research activities
- Receive and monitor vendor queries and coordinate responses throughout the procurement process
- Provide information and support to Chief of Logistics and Services, Assistant Deputy Chief of Professional Development and Procurement or other stakeholders
- Perform other related duties may be assigned

**Qualifications**:

- High School Diploma AND a Supply Management Training (SMT) Diploma from the Supply Chain Management Association (SCMA) or equivalent. A minimum of four (4) years’ diversified procurement, contract management, and/or supply chain management experience
- OR A minimum completion of level 2 towards the SCMP designation from the SCMA or two-year post-secondary diploma (or higher) in public administration, public policy, supply chain, business, procurement, or related field AND a minimum of four (4) years’ directly related work experience performing a procurement/contract management/supply chain role
- OR High School Diploma AND a minimum of six (6) years’ directly related work experience performing a procurement/contract management/supply chain role
- Familiarity and/or experience of EFRS procedures and/or contracts would be an asset
- Demonstrated knowledge of contract and purchasing processes, procedures, tender/contract law, trade agreements and various procurement strategies/approaches
- Ability to determine purchasing/contract management strategies which are appropriate to requirements for existing and new contracts
- Excellent analytical thinking skills and strong problem solving abilities
- Strong organizational and time management skills with demonstrated ability to prioritize and coordinate work to a deadline/tight deadlines
- Demonstrated ability to work in a self-directed manner with mínimal guidance and supervision, and collaboratively in a team environment
- Ability to work in a fast paced environment with multiple and changing priorities
- Ability to establish and maintain effective working relationships with a wide variety of stakeholders
- Excellent verbal and written communication, presentation and facilitation skills
- Strong Knowledge of SAP Ariba and ECC
- Expertise in SAP Reporting, Google Suite (Docs, Sheets, Slides)
- Demonstrated experience developing Dashboards, including the development of a purchasing or contract management data, spend analysis, measurable cost savings or avoidance to the organization
- Ability to effectively gather, synthesize and interpret multi-faceted information from a wide range of sources and perspectives
