The People & Equity Division is current hiring a temporary HR Consultant E&LR (INTERNAL INVESTIGATIONS). This is an excellent career step for an analytical, resourceful and seasoned workplace investigator with a passion for investigations.

While supporting multiple clients across the City of Toronto, the HR Consultant E&LR (INTERNAL INVESTIGATIONS) will investigate allegations dealing with a diverse range of issues within the workplace, involving alleged misconduct in the services provided by all City Divisions. Reporting to the Manager Internal Investigations, this role will call upon you to work on caseload of individual complaints, investigative plans, gather evidence, conduct interviews, analyze evidence, prepare thorough and objective reports testify in court or at arbitration hearings and also help/ assist colleagues and clients on workplace investigations.

**What you will do?**
- Provide consultation, interpretation and services to divisions regarding investigations
- Review and investigate allegations of inappropriate behavior or wrongdoing
- Develop investigation plans to gather, review and analyze all evidence, including identification and analysis of any legal or policy issue
- Conduct thorough investigations of, but not limited to: absence abuse, benefits fraud, conflict of interest, theft of materials, fraud, maladministration, harassment, nepotism, cronyism, substance abuse, time theft and/or unethical behaviour of staff across the organization
- Represent the Employee Relations team on task forces, corporate initiatives, committees, in hearings and other human resource issues
- Prepare and present a variety of confidential communications, reports and briefings on highly complex and sensitive cases
- Work collaboratively with law enforcement agencies, regulators, and legal counsel in order to liaise and exchange information with identified stakeholders
- Travel to various work locations to conduct on-site interviews and gather evidence

**What do you bring to the role?**
- Investigative certification (e.g. ASIS, PCI, CFE) or Private Investigation certification/experience would be an asset.
- Experience working in a major, multi-union public or private sector organization with experience conducting workplace investigations (e.g. collusion, theft, nepotism, fraud, etc).
- Experience developing and executing investigation plans.
- Experience writing objectives, detailed and comprehensive correspondence and reports, communicating investigative findings
- Experience identifying fraud trends and supporting data analytics, open source searching and analyzing online information. Understanding of collective agreements and case law related to conducting investigations in a unionized environment.
- Knowledge of workplace investigation principles, theories, practices, and tools; research and interviewing techniques.
- Ability to conduct well-reasoned, unbiased research, summarize results, and provide user-friendly information and data reports to support investigations, projects and initiatives
- Understanding of systemic barriers related to the workplace investigations, including knowledge of anti-Indigenous racism, anti-Black racism and the impacts of systemic racism and all forms of discrimination and harassment.
- Excellent presentation and communication skills and ability to communicate effectively, both orally and in writing, with various levels of staff within the organization, including testifying/presenting evidence in arbitration hearings.
- Highly developed interpersonal skills with the ability to effectively develop and cultivate productive working relationships with staff at all levels of the organization, including Legal and Union officials.
