THE OPPORTUNITY

Reporting directly to the Director, Regulatory Practice, the

Senior

Policy Analyst

assists DGCM’s Risk Department in the development and maintenance of DGCM’s regulatory framework. The Senior Policy Analyst will conduct research and analysis into the regulatory environment for deposit-taking institutions and develop standards, guidelines, and rules to ensure regulated entities operate according to Standards of Sound Business Practice.

REQUIREMENTS AND EDUCATION

Superior written communication skills, including experience writing a variety of documents and reports for various audiences Strong analytical skills with experience gathering and synthesizing information from diverse data sources Experience in interpreting and/or applying legislation, regulations, and/or policy Strong verbal communication and presentation skills Self-motivated with excellent analytical, problem solving, and organizational skills Post-secondary degree and/or professional designation/certificate, preferably in accounting, law, business, finance, or related field. An equivalent combination of education, training, and extensive experience may also be considered. 3-5 years minimum experience in researching, developing and evaluating complex policy and programs, ideally in a public sector setting

The following attributes would be considered assets: Experience or knowledge of credit union and/or financial institution regulation practices Familiarity with Basel Core Principles for Effective Banking Supervision Familiarity with OSFI Guidelines Fluency in French (not required)

The Deposit Guarantee Corporation of Manitoba (DGCM) is the guarantor of deposits and the primary regulator for Manitoba credit unions and the caisse (cu/caisse), as well as Credit Union Central of Manitoba (CUCM). DGCM’s mandate is to:

Guarantee deposits in cu/caisse. Promote cu/caisse development of sound business practices to protect them from financial losses. Ensure that cu/caisse operate according to standards of sound business practice and ensure that CUCM operates according to prudential standards. Promote and otherwise contribute to the stability of and public confidence in the cu/caisse systems and CUCM.
