PURPOSE OF POSITION

Accountable for the prudential supervision of pension plans registered with FSRA. Provides leadership in the development and implementation of supervision and oversight strategies, frameworks and the associated systems, tools and relationship management and engagement programs and initiatives in support of FSRA’s mandate.

KEY RESPONSIBILITIES:
- Directs the planning and implementation of the strategy and priorities for the prudential supervision of, and proactive engagement with, pension plans registered with FSRA, within the overall vision, strategy and priorities of the broader Pensions team and supporting FSRA’s regulatory role and/or needs identified across FSRA.- Oversees the development and implementation of section programs/services/initiatives, including methods, tools and processes of a holistic and integrated risk framework to guide FSRA’s conduct of pension risk assessments aimed at enhancing principles and risks based prudential supervision of pension plans to meet the overall strategic plans and priorities of the Pensions team. These include, but not limited to:
- Assessments of pension investment, risk management and governance structures, pension plan and plan sponsor’s health.-
- Oversight of continuous evolution and improvement in governance, risk management and communication practices with respect to multi-employer pension plans.-
- Executing and evolving FSRA’s Supervisory Approach for Single Employer Defined Benefit Pension Plans that are Actively Monitored.-
- Developing key relationships with large public sector pension plans and monitor and develop supervisory framework for these financially significant pension plans.-
- Developing, enhancing, and implementing any necessary and required risk assessment metrics and data/analytics.-
- Developing and executing on proactive outreach and engagement programs, including a risk-based examination programs.-
- Provides leadership to stakeholders’ working groups such as group of Chief Risk Officers of large public sector pension funds and Canadian Association of Pension Supervisory Authorities (CAPSA) to develop and foster investment governance and risk management best practices and thought leadership.- As a member of the FSRA leadership team, contributes to the FSRA strategy and development of tactics; and provides leadership in executing programs, services or initiatives to deliver on the strategy.- Directs the delivery of a range of programs/services/initiatives within the FSRA function, ensuring alignment across the department and the overall function.- Leads the development, implementation and communication of department systems, tools, business processes and services.- Provides program/service/initiative expertise and advice to FSRA management and staff in response to issues and risks to achieving FSRA mandate; providing evidence-based recommendations for change.- Provides thought leadership on industry/best practices for corporate governance and risk management to evolve and progress the risk maturity of FSRA and regulated sectors.- Manages the Pension Risk Officer team to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA. Accountable for building a strong team including hiring, orienting, training and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.- Provides strategic advice and expertise to the CEO, EVPs, FSRA executives and Board of Directors on departmental plans, priorities and outcomes including strategies, services, and issues/challenges.- Develops operational plans for the department, which align with, and support FSRA’s overall strategic and business plans.
