The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

The Risk Specialist works in connection with the oversight clearing agencies and focus on risk management (financial and operational) processes and models. Clearing agencies regulated by the OSC clear a wide range of products including cash and derivative products that are traded on marketplaces and over the counter.

The Risk Specialist also works with the Derivatives Branch, which is responsible for the introduction of a regulatory framework for Over-The-Counter (OTC) derivatives in Ontario.

Key

**Responsibilities**:
- Independently analyze, evaluate and recommend changes to the risk framework and financial risk model used at regulated clearing agencies and trade repositories.- Assess compliance of clearing agencies and trade repositories with international standards relating to risk management (financial and operational).- Analyze rules and/or new products and services proposed by regulated clearing agencies and make recommendations for approval.- Participate in oversight reviews and analyze reporting by clearing agencies focusing on risk management, controls and other related areas of a clearing agencies operations.-
- Identify, monitor and report on developments in risk management, regulatory structures and products and practices relating to derivatives both in Canada and globally.- Contribute and participate in policy development with respect to risk-related requirements for clearing agencies, trade repositories and other OTC derivatives work.- Provide guidance and advice on derivatives to all branches within the Commission including identifying and communicating derivatives trading strategies.- Identify risks associated with derivative products and determine appropriate risk management controls.- Design and build a program to analyze which derivative products should be mandated to be cleared through central counter-parties.- Assist in the development of a surveillance program for OTC derivatives trading.- Knowledge of and/or experience with post-trade processes and/or clearing agencies an asset.

**Qualifications**:
- An undergraduate degree in business, commerce, finance, accounting, mathematics with a focus in finance or equivalent.- 5+ years of experience in trading, treasury, clearing, risk management, structured products, derivatives, or other similar areas.- Knowledge of Ontario securities legislation.- Professional certification in risk management (e.g., financial risk manager, professional risk manager) and CFA charter.- An in-depth knowledge of and/or experience with risk management and risk modelling for financial markets.- Comprehensive knowledge of derivatives, primarily OTC.- The demonstrated ability to manage multiple projects to meet deadlines.- Proven written and verbal communication skills that demonstrate your ability to write clearly, concisely, and persuasively.- The demonstrated ability to analyze complex problems and develop creative recommendations that consider substantive or material issues and their impact to the marketplace.- Strong liaison, teamwork and leadership skills.
