The Research, Engagement and Communications Branch is seeking a Manager, Community Research who is passionate about understanding what Edmontonians think about a variety of issues, why they hold these opinions, and how best to share this information with Administration and Council to inform their decisions about programs, policies, projects and services.

The Manager leads the Community Research team and is responsible for designing, implementing, learning and improving the City’s opinion, market and other research activities, as well as contributing to various communications and engagement strategies and initiatives. The position also ensures that the City’s research activities are well-coordinated, cohesive and aligned with and support the City’s strategic framework (The City Plan, ConnectEdmonton, etc.), corporate priorities and its commitment to meaningful, inclusive and relationship-based research and engagement with Edmontonians.

As a member of the Community Engagement and Research Leadership Team and the Research, Engagement and Communications Integrated Leadership Team, the Manager plays an important role in people leadership and branch strategy, including developing a proactive annual research strategy and working with peers on annual project planning and service integration.

Guided by the City of Edmonton’s Cultural Commitments of safe, helpful, accountable, integrated and excellent, and the department’s strategic pillars, the Manager will provide:

- Oversight and accountability for the Community Research team activities
- People leadership, coaching, mentoring and management of team members
- Service excellence through strategic planning, implementation and continuous improvement
- Integration within the section, branch, department and Corporation and alignment to the City’s strategic framework
- Business professionalism that involves creating, meeting and reporting on performance measures, ensuring the prudent and effective use of human and financial resources, managing contracts and working with external suppliers and stakeholders
- A mindset, skillset and heartset that employs a wide range of approaches and methodologies to research that is inclusive and reflective of community perspectives, experiences and voices
- Qualifications:

- Bachelor’s Degree in one of the Human/Social sciences, Business, or a related discipline. A Master’s Degree would be an asset
- Certified Market Research Professional (CMRP) or related coursework and leadership training would be an asset
- Minimum of 7 years progressively responsible experience in a leadership role with experience in designing and implementing opinion and market research processes, planning processes and programs, leading and managing change and building talent
- Experience managing teams accountable for large, politically sensitive and complex projects and processes in a fully integrated system, including delegating tasks, empowering staff, fostering great teamwork, and developing effective teams
- Minimum of 2 years of supervisory experience in recruitment, coaching, performance development and management, conflict resolution and building talent and succession planning
- Experience managing and working with external consultants with an ability to reconcile multiple viewpoints and a strong client service orientation and a commitment to provide services that deliver value and meet expected outcomes
- Knowledge, Skills and Abilities
- Assure the effectiveness and performance of the Community Research team through comprehensive accurate and transparent reporting and performance measures
- Ability to lead, engage and support the team in growth and development, while providing full cycle supervision to a team, including, recruitment, performance development, management, dismissal and succession planning
- Ability to understand client needs, available resources, identify opportunities, and strike a creative balance
- Strong conflict resolution, risk management and negotiation skills with experience in solving complex and sensitive issues, with a proven track record of strong relationship management, and continuous improvement
- Demonstrated presentation and facilitation skills in a community forum and to groups with competing interests and priorities
- Ability to communicate, connect with, and influence a wide range of audiences using appropriate tools (e.g. verbal, written, digital) to convey intent and with web/ web based technology
- Demonstrate service excellence, embracing diversity and promoting inclusiveness
