Job Summary

Reporting to the Senior Manager, ATS Simulation Systems, the Simulation Systems Lifecycle Manager is responsible for planning, design, and implementation of the life-cycle support of complex systems, including ATCoach, ATTower, SIMIIDS and other related systems. The Simulation Systems Lifecycle Manager collaborates with various teams within NAV CANADA and its suppliers to support and oversee the software development lifecycle from planning to delivery. The Simulation Lifecycle Manager also fulfills the Scaled Agile Framework (SAFe) role of Product Owner and streamlines the execution of program priorities while maintaining the conceptual and technical integrity of the components and lifecycle excellence, which contribute to transformative outcomes for our stakeholders.

In this role you will:
Simulation Systems Maintenance
- Takes responsibility for assessment and continuous maintenance of the current simulation systems, including the integration of system upgrades and the establishment of uniformity across various platforms.
- Oversees the integration of multiple and complex functional aspects of ATC systems which include systems design, hardware design, software design, ATC requirements and procedures and safety and risk assessment.
- Prioritizes the defects, changes, enhancements through coordination with stakeholders (including ATS Learning, Infrastructure and Business Development),
- Directs the development, life-cycle support and enhancement of Simulation solutions to position the services with respect to current customer needs with reasonable flexibility to ensure that deadlines are met, and maximum business value of the system is achieved.
- Conducts requirements analyses and review processes to determine, document, and validate the requirements and/or changes to the requirements.
- Ensures that the design changes are in line with the architecture and design agreed upon by stakeholders, arranging discussions and alignment meetings as needed.
- Identifies and recommends improvements arising from developing technology and defines technical requirements to ensure future compatibility.
- Guides the development of new functionality through an iterative object model, data flow, and HMI prototype to address requirements, then re-factor and harden into the final software products.

Resource Management
- Oversees a team of Engineering and Product Development, and Information Technology professionals.
- Takes responsibility for the management of contractor project teams.
- Supports the team in deriving additional system requirements as necessary to provide sufficient details to guide the design and development activities.

Information Management
- Handles information that may be classified as confidential and/or sensitive in nature, such as vendor relationships, labor relations matters, safety-critical issues, corporate proprietary material, and valuable knowledge assets.

What you bring:

- Graduation with a degree in Systems/Software Engineering or Computer Science or equivalent education and experience supplemented by some experience in air traffic management systems and/or ATS Simulation Systems
- Certification as a SAFe Product Owner, Product Manager, Release Train Engineer is an asset.
- Minimum of 5 years in System Administration, System Integration, Software development or Software testing or overall project management.
- Experience in managing budgets and forecasts is an asset.
- In-depth knowledge of NAV CANADA project approval and financial management processes and Project Management techniques
- Ability to represent NAV CANADA in pursuing product enhancements, deficiency corrections, roadmap strategies from suppliers, namely around Simulation Systems.
- In-depth knowledge of ANS technology and Systems used by NAV CANADA and ability to negotiate deliverables with industry, consultants and project members when coordinating projects.
- Knowledge of NAV CANADA technical infrastructure and engineering organization including CNS / ATM systems and telecommunications network capabilities
- Knowledge of NAV CANADA internal organization, roles, and processes
- Knowledge of air traffic management operations and airport operations
