- Provide thought leadership and detailed guidance for the RFPs for a full-suite HRIS SaaS plus the HRIS Systems Integrator for a multi-year program covering the entire employee lifecycle. For the HRIS Systems Integrator RFP, define the draft requirements and lead the review process with domain owners.
- Lead the negotiations and review of the HRIS Systems Integrator Statement of Work to ensure that it meets our needs and minimizes the probability of change requests during the implementation.
- Review current-state HR processes and system data. Identify specific activities to complete prior to the start of the HRIS implementation to improve readiness. Support HR teams during the completion of these activities.
- Coach HR leaders across each domain area on how to perform module lead roles during the implementation with a focus on prioritizing on the activities that matter and how to drive value from the System Integrator.
- During the implementation, review and provide feedback on key Systems Integrator deliverables and work products. Support the modules leads with reviews as required.
- Coach the internal HRIS Project Manager on HRIS implementation risks, issues and interdependencies.
- Define internal deliverables and work products during the HRIS implementation (beyond the standard list provided by the Systems Integrator). Provide detailed guidance on the development and structure of the internal deliverables.
- Collaborate with internal teams on testing, integrations, IT Service Management, Change Management, Training, Communications, Business Architecture, IT Architecture
- Participate as a key member of the HRIS project governance team.
- Guide the development an HR Key Performance Indicators (KPIs) framework across all domain areas. Coach internal resources on the collection, definition, and reporting of the KPIs.
- Provide Post-implementation support planning to enable client to effectively maintain and enhance the solution.
- Develop the content for an HRIS Application Management Services (AMS) RFP for operational support of the HRIS.
- Support the HRIS AMS RFP SOW and provide expert guidance for the selection criteria.
- Develop an Employee Experience framework and methodology leveraging Moments that Matter across the employee lifecycle. Coach team members on the development of journey maps for the selected Moments that Matter with associated opportunities and solutions to address employee experience pain points.

**Qualifications**:

- Deep domain knowledge, understanding of cross-domain interdependencies, plus process design experience across each of the following HR processes:

- o Core HR- o Benefits- o Recruiting- o Onboarding/Offboarding- o Goal Management- o Performance Management- o Calibration- o Compensation- o Variable Pay- o Learning- o Succession & Development- o Mentoring- o Workforce Analytics / Reporting- o Workforce Planning (operational & strategic plans)- Experience coaching and guiding HR domain owners and team members during all phases of the HRIS implementation.
- Experience implementing HRIS with public sector clients of similar size.
- Experience leading 3+ HRIS RFPs covering all HR processes for both SaaS and System Integrators.
- Experience with negotiating HRIS Systems Integrator Statements of Work (SOW) for implementation services for all HR domains.
- Experience with negotiating AMS SOWs for all HR domains within an HRIS.
- Strong ability to guide HR teams on the preparatory activities required to improve HRIS project readiness for each domain.
- Deep knowledge on operationalizing sustainment processes post go-live for HRIS administrators and HR support teams.
- Experience designing, implementing, and coaching internal team members on HR reporting strategies and report development.
- Experience defining project success KPIs, plus monitoring them 6-24 months post go-live to track progress and provide actionable insights to attain these project outcomes.
- Implementation experience of 2+ talent/competency frameworks including embedding the content within an HRIS
