Workforce Relations provides strategic employee and labour relations advice and support, negotiates and administers collective agreements on behalf of the Manitoba Government to foster positive and collaborative working relationships with unions, and administers the public service job evaluation, employee benefits and total rewards programs.

Qualifications:
**Essential**:

- Post-secondary education in the areas of business, law or public administration or equivalent work experience
- Experience with research and analysis for policy / program development and implementation on complex policy issues, including data collection and management
- Strong political acumen demonstrated by the ability to understand the implications of decision making on stakeholders
- Strong judgement and decision making skills with the ability to identify, research and analyze relevant facts and potential complications
- Strong organizational skills with experience managing large and multiple projects simultaneously and the ability to work under pressure and multiple competing pressures and deadlines
- Excellent written communication skills with the ability to prepare original finished materials and present ideas in a clear, concise and organized manner for a variety of audiences, including senior officials
- Excellent interpersonal skills with the ability to present complex information to a variety of audiences and maintain cooperative working relationships
- Ability to work independently and show initiative
- Knowledge of leading edge practices and trends relating to employee value proposition
- Experience with project management

**Desired**:

- Experience with interpreting financial reports and data
- Knowledge of labour relations, pension and other compensation related issues

**Duties**:
Under general direction, the Policy Advisor will undertake evidence-based research, analyses and feasibility assessments to support the development of policies, programs, protocols, and best practices as it relates to labour relations and compensation related priorities within government and across the broader public sector. Work includes frequent communication and collaboration with other departments, organizations, and jurisdictions.
