**Duties**:
Known as a centre of excellence for teaching, applied research and learning, Vancouver Island University (VIU) is producing quality graduates in demand by employers across the country. VIU supports a student population in excess of 20,000 full
- and part-time students and employs over 2000 faculty and staff. The main campus of VIU is located in Nanaimo, with regional campuses in the Cowichan Valley and in Powell River on the Upper Sunshine Coast.

Located within Tla’amin Nation territory, VIU’s tiwšɛmawtxw (House of Learning) Campus is the primary provider of post-secondary education and training in the qathet region. The campus is currently facing an exciting period of growth and transformation and VIU is seeking a Project Lead for strategic development of the tiwšɛmawtxw Campus and to facilitate the growth and development of post-secondary education in the region in partnership with Tla’amin Nation.

Reporting to the tiwšɛmawtxw Campus Administrator, the Project Lead of Strategic Initiatives and Business Development will support the planning and implementation of special initiatives associated with the development needs of the tiwšɛmawtxw Campus in collaboration with Tla’amin Nation.

The Project Lead will facilitate the next phase of strategic growth for the tiwšɛmawtxw campus and post-secondary education in the qathet region in partnership with Tla’amin Nation. This position will be responsible for:

- identifying future programmatic needs in the region;
- assessing the feasibility of current and future potential educational directions; and
- drafting a 5-year business development plan for the tiwšɛmawtxw Campus.

The assessment of potential strategic directions will be informed by the upcoming 2023 qathet Region Labor Force Strategy, the Tla’amin Nation’s Comprehensive Nation Plan (təms kʷʊnəmɛn - our vision) and VIU’s Strategic Plan: People, Place, potential.
- Create a Road Map for carrying out the planning process that will lead to the drafting of the 5-year Growth and Development Plan, including an engagement process for key-stakeholders to determine regional programmatic educational and training needs;
- Work closely with the Director of Education and Department of Intergovernmental Relations at the Tla’amin Nation to identify and assess joint development directions and capacity needs;
- Collaborate closely with the City of Powell River and partners on the qathet Labor Force Strategy;
- Research and assess general development directions within post-secondary (such as micro credentials, online learning, customized training, etc.) for their applicability to the qathet Region and the tiwšɛmawtxw Campus;
- Carry out financial cost/benefit and risk analysis on potential educational opportunities as required;
- Work closely with Deans and campus leadership to align campus development directions with institutional strategic objectives.

**Required Qualifications**:
Master’s degree in Higher Education and Leadership, Business Administration, Community Economic Development, Indigenous Governance, or related field. Minimum 3 years’ experience. An equivalent combination of education and experience may be considered.
- Proven business planning and grant writing experience (minimum of 3 years) is essential, preferably in a post-secondary environment;
- Proven leadership in engaging Indigenous communities in developing and implementing community-based education and capacity development initiatives as required by Nation leadership;
- A demonstrated ability to work effectively with external partners and mobilize people, groups and resources;
- Proficient in writing business plans, reports and/or grants proposals;
- Proficient in carrying out financial projections, developing and managing larger budgets;
- Demonstrated high-quality written, verbal, and interpersonal communication with the ability to communicate effectively with all components of the university and external partners and stakeholders;
- Demonstrated cultural competence within an informed, practiced and valued Indigenous context;
