About the role
The Director of MNO Legal Services Branch & Legal Counsel serves as in-house legal counsel to the MNO and reports directly to the MNO Chief Strategy Officer. They will provide legal advice to the MNO in relation to a variety of matters and contribute to the MNO’s overall strategic direction with respect to advancing MNO’s priorities, identifying risks, and maximizing MNO’s effective internal governance. A key part of the Director / Legal Counsel’s roll will be to work closely together with C-Suite to develop and implement processes that will further the achievement of MNO’s strategic plan.
The Director / Legal Counsel will work closely through direct mentorship with the MNO’s General Counsel (Aird & Berlis LLP) and other external legal counsel and be supported by a team of policy and research advisors to provide strategic legal advice support across key MNO Branches and Departments. This includes:

- Providing cross-branch support to various MNO Branches by working closely with MNO Directors to ensure program, service, or other activities align with MNO’s overall strategic plan, including self-government vision and future exercise of jurisdiction;
- Implementing processes for effective internal and external legal review of critical and/or priority matters to identify risks, triage issues, and coordinate responses;
- Working with MNO Directors to assess and build capacity across the MNO in various governance, legal, and institutional best practices (including fiscal management, procedural fairness, transparency, etc.).

While this position does not currently have any direct reports, it is anticipated that staff (EA and administrative assistant) and policy support (policy or legal analysts, research advisors, etc.) will be required. The MNO will work to second or allocate staff from other MNO Branches to support the Director / Legal Counsel in advancing the priorities listed below.
What you will be doing
Métis Rights and Claims
- Advance key priorities of the MNO’s rights, research, and policy agendas, as determined by the Provincial Council of the Métis Nation of Ontario (PCMNO);
- Support the MNO’s self-government implementation processes, including working closely with the MNO’s Director of Rights, Claims & Litigation and Director of Self-Government on aligning MNO’s internal governance and capacity building initiatives with developments in MNO Framework Agreement negotiations, implementation of MNO’s Self-Government Agreements, and other Métis rights related agreements;
- Oversee and advance work on Métis rights related policy development, including but not limited to, the inherent right of self-government, self-determination, duty to consult, citizenship, harvesting, and provide ongoing support to the MNO Captain of the Hunt and Captains of the Hunt Committee, etc.;
- Develop and work with the Director of MNO Community Relations and Director of Self-Government on the implementation on tools, materials, and supports for governance best practices, including capacity building for Regional and Local (e.g., Community Council) levels of government on identified priorities (e.g., Regional Bank Accounts, Regional Fiscal Financing Agreements, Interim Regional Corporations, governance best practices, etc.);
