The Congress of Aboriginal Peoples represents the interests of Métis, status and Non-status Indians, and Southern Inuit Indigenous People living off-reserve in Canada. CAP is one of five National Indigenous Representative Organizations recognized by the Government of Canada.

CAP works collectively with its ten provincial and territorial affiliate organizations across Canada to promote and advance the common interests, collective and individual rights, and needs of its constituents. Our mandate is to improve the socio-economic conditions of off-reserve status and non-status Indians, Métis and Southern Inuit living in urban or rural areas. CAP holds meetings with members of the government to find practical ways to improve federal programs, policies and services for off-reserve Indigenous Peoples.

**Summary**

The objective of this position is to enable and enhance CAP’s organizational capacity to respond to Indigenous labour market priorities, programming, and provide support for policy related activities that underscore the strategic priorities of CAP’s communities and Employment & Social Development Canada (ESDC) on existing labour market programming.

As a promoter of CAP and community interests, key elements of this individual's employment may include the assessment of operational issues regarding Indigenous profit and non-profit spaces, the ability to stay current in trends and innovation that impact our interests, and the review of these materials with regards to determining the benefits of establishing partnership arrangements.

**What You'll Do**
- Lead the development and coordination of policy related to social development and networks that support and progress the objectives of the Congress of Aboriginal Peoples;
- Lead and coordinate engagements related to ESDC programs and policy as it connects to CAP’s Strategic policy direction.
- Take appropriate actions to increase the visibility and stature of the organization promoting the mission and values of the organization both internally and externally;
- Establish and maintain a partnership evaluation protocols that ensures that potential partner organizations are responsive, managed openly and effectively and work with similar or complimentary objectives;
- Plan, develop and execute strategic partnership plans;
- Represent CAP’s priorities and perspectives when dealing with external stakeholders;
- Remain current with local, regional and global media;
- Review research, feasibility studies and business plans to develop strategies for the improvement, development programs and partnerships;
- Support the promotion and understanding of Indigenous communities;
- Identify gaps and challenges associated with current policy and develop a strategy to promote awareness;
- Stay current with external and internal developments in the environment for identifying new market segments;
- Participate in ESDC related engagements and program reviews;
- Provide regular reports to the senior management; and
- Perform other duties as required.

**You'll Need to Have**
- Bachelor’s degree from an accredited college or university in policy, engagement, community development, marketing, aboriginal studies, or a related field;
- Five to seven years' experience in policy and/or partnership development;
- Ability to develop and maintain strong working relationships both internally and externally;
- Ability to create, and assess feasibility studies;
- Strong analytical and research skills;
- Excellent interpersonal, communication and relationship management skills;
- Excellent organizational, strategic, planning and implementing skills;
- Ability to process vague, abstract verbal and written instructions;
- Excellent written and verbal communication skills;
- Understanding of the industry and area of service;
- Able to meet deadlines under stress and interruptions;
- Confident with decision making in regard to determining project guidelines, purpose, following through and completion;
- Understanding of financial reports including budgetary guidelines and project expenditures;
- High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts;
