CMHA BC is British Columbia’s leading mental health non-profit organization. We promote mental health for all and support the resilience of people living with mental illness and/or substance use challenges. We work to uplift the voices of people with lived expertise and to advance the human right to best possible mental health by calling for a comprehensive system of care that protects and promotes mental wellbeing and adequately addresses the social determinants of health.

The Department of Systems Transformation is responsible for undertaking strategic policy advocacy to address broad, emergent, and systemic mental health and substance use issues in BC. These issues range from prevention, early intervention, crisis care, harm reduction, treatment and recovery and the social determinants of health including housing, income and poverty, employment and more. In addition to developing policy positions across these areas through research, engagement and analysis, the Department also provides cross-functional policy advocacy support to CMHA BC program areas and the 14 local CMHA branches across BC. The Department is responsible for keeping CMHA BC up to date on emerging policy research, patterns, positions, and political atmosphere.

**DUTIES AND RESPONSIBILITIES**

Reporting to and under the direction of the Director of Systems Transformation (the ‘Director’), the Manager of Policy Advocacy will lead the design and execution of research activities, engagement initiatives and policy analysis and development to produce CMHA BC policy positions and corresponding advocacy materials (e.g., briefing notes, research reports, letters, statements, campaigns etc.). The Manager of Policy Advocacy will be well-versed in the mental health and substance use policy and political landscape in BC and will provide strategic advice to CMHA BC Executives and the Board to advance the organization’s policy advocacy priorities. The Manager of Policy Advocacy will also oversee the operations of the policy advocacy function of the department, including managing the budget, seeking out sources of funding and overseeing and supervising staff.

The duties and responsibilities associated with this position are described below. As this is a new position, the nature and scope of responsibilities may be modified over time.

**Policy Research, Advocacy and Engagement**
- Manages the development of advocacy materials including position papers, government submissions, another policy-related deliverables.
- Executes the department’s design, coordination and execution of qualitative and quantitative research activities and projects, ensuring they conform to ethical, culturally safe, and community-based research standards.
- Undertakes policy analysis and development on emergent mental health and substance use issues.
- Leads engagement within CMHA BC program areas, branches, community partners and people with lived expertise on priority policy issues.
- Provides strategic advice to CMHA BC Executives and the Board on policy priorities.
- Manages policy projects on time and within budget, including developing workplans, timelines, project charters.
- In collaboration with the Department of Communications, oversees the knowledge translation of policy materials, including through campaigns, webinars, digital communications tools, conferences etc.
- Undertakes ongoing monitoring of the policy and political atmosphere in BC.
- Ensures that all the department’s work aligns with the organization’s commitment to diversity, equity and inclusion, and reconciliation with Indigenous peoples.

**Departmental Operations**
- Identifies policy priorities and develops and implements a multi-year policy plan in collaboration with the Director.
- Contributes to the development of the annual policy budget, monitors departmental spending against the budget and manages variances.
- Supports procurement and oversees contracts of consultants hired to support the department’s work.
- Recruits, interviews, and selects department staff with oversight from the Director.
- Supervises and supports department staff by providing regular and consistent direction, input, feedback,support, and mentorship.
- Manages department staff performance up to and including termination.

**ABOUT YOU**

**Education**
- Master’s degree in public policy, public administration, political science, public health, health sciences, social sciences, economics, law, or related studies.
- An equivalent combination of education and related experience may be considered.

**Experience**

A minimum of 3-5 years recent related experience must include:

- Leading, managing, and executing public policy-related projects and/or project components.
- Analyzing, developing and/or implementing public policy.
- Designing and carrying out policy-oriented research, including secondary research and primary research(qualitative and quantitative) that conforms with accepted ethical
