Reporting to the Manager of Policy, the Project Manager of Affordable Housing would be responsible for leading the coordination of affordable housing-related initiatives in the City and work with internal and external partners and stakeholders to facilitate affordable housing development in Richmond Hill. This position is a 2-year full-time contract.

**Key Duties and Responsibilities**:

- Provide oversight to keep track of new housing and affordable housing legislation, programs, partners, and initiatives that could impact and/or potentially benefit the City.
- Provide technical input, expertise, and coordination support for the City to:

- Respond to upper-level government on proposed planning and housing legislation, policies, and programs; and
- Work with staff to incorporate applicable housing directives into the City’s official plan.
- Monitor and report on the progress of initiatives identified under Richmond Hill’s 2031 Municipal Housing Target Pledge and keep track of assigned targets with respect to provincial housing grants.
- Co-lead implementation and reporting on the progress of Affordable Housing Strategy initiatives and provide updates to Richmond Hill’s Affordable Housing Strategy Implementation Steering Committee.
- Network and liaise with external public agencies, non-profit organizations, and the development industry on potential partnerships or collaborations to advance affordable housing in Richmond Hill and ensure alignment with the City’s corporate objectives.
- Co-lead the assembly of information and data tracking on planning data and building permit data to meet provincial reporting requirements and provide quarterly updates to the Executive Leadership Team and Council.
- Educate and train staff on affordable housing-related regulations, policies, and programs to increase capacity building within the organization and enable staff to advocate, collaborate, and incorporate affordable housing objectives through their own work.
- Project manage consultants and coordinate inter-departmental working groups on the consultation, development, and implementation of affordable housing supportive policies directed by Council (e.g., ‘missing middle’ housing).
- Assist with Housing Accelerator Fund data gathering and progress tracking of initiatives.

**Education and Experience**:

- University Degree in Urban Studies, Land Use Planning, Social Science, Public Policy, Public Administration or approved equivalent combination of education and experience
- Full membership in the Ontario Professional Planners Institute (RPP) and the Canadian Institute of Planners (MCIP)
- Project management certification or other specialty certificate or license, considered an asset
- 6 years of directly related experience and demonstrated progressive responsibility
- Previous experience in a municipal setting is preferred

**Required Skills/Knowledge**:

- In depth knowledge of affordable housing programs and experience in strategic planning, program and policy development leading to implementation and delivery.
- Previous experience in a municipal setting preferred.
- Strong knowledge and experience in developing and/or implementing affordable housing programs and understanding the broader housing market, related legislation, policies and programs;
- Demonstrated understanding of housing and land use planning policy frameworks, the municipal planning system, the development approval process and the housing market;
- Working knowledge and past experience with affordable and/or non-profit housing providers, affordable housing program delivery, partnerships and incentives.
- Understanding of program development process and how to implement new affordable housing initiatives, including planning, costing, team building, implementation strategies, and building in feedback and evaluation techniques;
- Experience with progress reporting and monitoring, data tracking, writing and presenting to various audiences, and developing recommendations for approval;
- Demonstrated ability to engage, negotiate, achieve buy-in and problem-solve with diverse groups comprised of a wide range of stakeholder interests and multi-disciplines;
- Demonstrated ability to exercise good judgement, sound decisions and strategic thinking skills in order to advance projects forward, come up with practical solutions and implement concrete results and deliverables;
