Reporting to the Associate Director, W&WW Asset Management, the W&WW Capital Planning Program Manager is responsible for leading and coordinating activities related to infrastructure planning, including; development of the 10 year capital plan, annual capital forecast, other special projects/studies, and providing input to the W&WW Master Plan, ensuring alignment with the divisional asset management plan and growth pressures. This role is also responsible for leading either Water or Wastewater pre-project planning/preparation for Requests for Proposal (RFPs), Environmental, Condition and Facility Assessments, which lead to infrastructure project design work.
**Education**:
- Post-secondary diploma or degree in Engineering or a related field of study.
- An equivalent combination of education, experience and qualifications may be considered.
- Post-graduate certificate as a Certified Asset Management Professional or equivalent is preferred.
- Additional training in any of the following areas: ISO55000 methods/approaches, Reliability Engineering, Accounting/ Finance, Human Resources and Organizational Dynamics is preferred.
**Knowledge**:
- Minimum of 8 years of progressive capital planning experience in an industry related environment, including the following areas: strategic capital planning, complex analysis, risk management, capital asset management and planning demand management growth and project management.
- Knowledge of Water & Wastewater related legislation, standards and regulations.
- Certified Engineering Technologist (C.E.T.), or equivalent (e.g. C.Tech) in good standing with the Ontario Association of Certified Engineering Technicians and Technologist.
- Experience in water and wastewater delivery, collection systems and treatment is preferred.
- Preferred professional designations: Licensed Professional Engineer (P. Eng), Licensed Engineering Technologist (L.E.T), Asset Management Professional and/or Project Management Professional (PMP).
**Responsibilities**:
- Capital Planning - _Lead and coordinate the development of a fiscally responsible and technically accurate strategic capital plans for W&WW related infrastructure, to ensure it remains in a state of good repair and supports growth._ _(35% of time)_
- Lead the information gathering and analysis process for all available existing and growth-related asset information, such as applicable master plans and studies, construction timing and costs, asset condition and life cycle reports, from the assigned sections within W&WW, along with inputs from other departments/divisions (e.g. Planning and Development Services and Transportation Services).
- Review, analyze and compile relevant information from Asset Management Plans, Master Servicing Plans, Secondary Plans, Municipal Comprehensive Reviews, Pollution Prevention Control Plans, Development Charges Background study and other related information for use in capital planning and budgeting processes.
- Develop, administer and manage condition assessment programs and Consultant assignments to gather condition assessments, system performance and service reliability information.
- Lead capital project planning workshops and meetings with Subject Matter Experts (SMEs) to review all possible capital projects and establish a priority program based upon available funding, risk and need.
- Ensure all potential capital projects are defined and scoped with details on project justification and priority.
- Lead W&WW capital budgets preparation and annual capital forecast for the Divisional Leadership Team (DLT), including compliance with corporate budgeting activities.
- Lead the multiyear capital planning process for DLT, including development of multiyear plans (e.g Master Plan and 10 year capital plan), ensuring alignment with the W&WW asset management plan.
