As a member of the Estimation Group, the Proposal Writer will be tasked with working with internal and external customers to ensure the development and submission of fully compliant proposals. The Proposal Writer will assist with the researching, editing, and design of technical proposals as well as interview internal team members to develop resumes.

**PRIMARY RESPONSIBILITIES**
- Fully review and understand proposal requirements based on the bidding documentation provided.
- Meet proposal deadlines by establishing priorities and targets.
- Using SharePoint to document and track workload, key submission dates as well as track past submission results.
- Upkeeping of documentation on Owner pre-qualification portals.
- Track and maintain documentation using SharePoint or other similar database software.
- Responsible for gathering all required information and identifying sources in which to find pertinent information for proposals.
- Develop and maintain resume library of key project staff for proposals. This includes yearly resume updates and creation of resumes for new team members.
- Maintain updated reference project library and create new reference project content from recently completed projects.
- Develop and improve methods to qualify the bid process.
- Lead and participate in meetings, providing updates and strategies for bid submission.
- Proofread proposals to ensure continuity and compliance with technical specifications.
- Design and produce covers, layouts, organization charts, and presentations for each submission following the company Branding Identity Guide
- Conduct interviews with foreman, Project Managers, and Project Coordinators to develop project descriptions.
- Assist other Tomlinson divisional proposal requirements.

**WORKING CONDITIONS**
- Standard office environment. May be required to work occasional weekends or evenings.

**EDUCATION AND EXPERIENCE**
- Minimum 2 years’ experience in a similar role
- Experience responding to complex RFP, RFI, RFQs and SOQs
- Applicants with experience responding to construction RFQs and RFPs will be given strong preference.
- Those with prior experience responding to City of Ottawa and MTO bids will be given strong preference.
- Excellent English language skills, both verbal and written.
- Strong computer skills using Microsoft office Suite and SharePoint.
- Ability to multitask and prioritize workload.
- Ability to work in a fast-paced environment.
- Skills in Adobe InDesign or Illustrator are considered an asset.
