**Job Description**:
Our standard terms and conditions of employment include a work arrangement of being in the office 5 days a week. Kinark has recently introduced a new benefit that gives employees the opportunity to work their role in a hybrid or fully remote arrangement, as assessed for their position, for those who wish to opt-in for this benefit. This role has been positionally assessed in the ‘Remote Worker’ classification, defined as mínimal days in the office unless business demands require.

**Job Summary**:
The Procurement Officer is responsible for the fulfillment of procurement objectives at Kinark. This role, reporting to the Financial Accounting Manager, will provide essential procurement support to the entire organization. The Procurement Officer will build upon current processes and workflows, identify areas of improvement, and drive the strategic direction for procurement.

**Role and Responsibilities**:

- Identifies suitable vendors and initiates the procurement process. Analyzes and advises on best methods to procure required goods or services
- Responsible for issuing and processing purchase orders, and ensuring compliance with Kinark’s policy and procedures
- Maintains positive working relationships with the Finance team, Administrative staff, and senior management to ensure procurement objectives are met
- Is the ‘Subject Matter Expert’ on topics related to Kinark procurement policies, procurement best practices, and Broader Public Sector directives
- Supports the improvement of existing processes, and development of new systems and strategies
- Provides guidance to administrative staff during the RFP process. Supports in the drafting of RFP documents, evaluations, and awarding of contracts. Resolves vendor questions and ensures satisfaction of all parties
- Supports staff in preparing or reviewing any procurement documents to ensure accuracy, appropriate terms and conditions, timelines, and adherence to Kinark and BPS guidelines
- Ensures competitive procurements fully comply with BPS directives and Kinark policies
- Manages vendor contracts, renewal terms, relationships, and inquiries as needed
- Develops and maintains reports of procurements, performance and KPI’s to Management
- Manages corporate accounts, including insurance and fleet vehicles. Supports other corporate functions including Property Management
- Prepares training material and conducts training to staff, as required
- Other duties and projects as required

**Qualifications**:

- An Undergraduate Degree in Business or a related field of study, or an acceptable equivalent combination of education and experience
- Minimum five years experience in the non-for-profit sector or relevant employment setting
- Knowledge of procurement processes in a large, complex organization
- Knowledge of Broader Public Sector (BPS) guidelines is strongly preferred
- Demonstrated ability to work both independently and collaboratively within a team environment
- Demonstrated excellent organizational skills and attention to detail
- Excellent oral and written communication skills
- Superior negotiation and conflict resolution skills

**Kinark Child and Family Services conditions of employment include but are not limited to successful Criminal Record Check with Vulnerable Sector Screening, completed Pre-Employment Medical certificate, and proof of full vaccination against COVID-19.** Fully vaccinated is defined as having received all required doses of a World Health Organization Approved COVID-19 Vaccine at least one of which being approved for use in Canada and 14 days have passed since your last dose.
