**Job Function**:
Manage the development and delivery of the facility OM&A and capital programs. Define levels of service requirements, develop and deliver programs and services required as defined by lines of business. Administer the incorporation of work programs into supporting database systems. Develop and deliver business processes and procedures that ensure compliance with respect to regulatory, code and corporate policy. Ensure programs and projects meet all legislative standards, including, Occupational Health & Safety Act and corporate health and safety requirements. Develop and administer ongoing strategic sourcing strategy for the procurement of province wide service contracts. Plan, monitor and report on the OM&A and minor capital budget. Participate and lead teams to conduct economic and effective business processes in the areas of facilities management, minor capital investments with respect to legislative, regulatory codes and corporate policy requirements.
- Develop, recommend and manage facility management program strategies, policies and processes. Ensure compliance to regulations/codes as it relates to planned operations, maintenance and building improvements.
- Liaise and monitor with internal business units with regards to bundling maintenance services and minor capital projects that best maximizes efficiencies, effectiveness and economies.
- Participate in the transitioning of major capital projects to ongoing operations and maintenance programs, ensuring successful completion of commissioning and in-service activities.
- Coordinate and manage the development of operations, maintenance and minor capital improvements budget and financial reporting. Includes one to five year investment planning for building improvements and infrastructure equipment replacement as it relates to recommendations from asset condition assessments. Produce business case summaries to support minor capital investments. Manage, execute and monitor minor capital program through development, approvals and execution, completion and in-service reporting.
- Compile and review planning/schedule budget costing, investigating and reporting on financial variances. Investigate, evaluate and recommend changes to improve estimating and planning practices.
- Provide advice and direction to facilities field staff and other business units on facility program, processes, projects and related activities.
- Monitor project/work program schedules to ensure all legislative (e.g. Occupational Health & Safety Act) and corporate health and safety requirements are built into schedules work programs. Report deficiencies and recommend on resolution.
- Coordinate and manage the development and execution of facility program processes and procedures utilizing internal/external workforce deployment. Monitor, evaluate and recommend changes and/or improvements to ensure efficient and effective completion of work programs, projects and contracts.
- Participate in benchmarking and identify potential best practices to improve the delivery of the facility management program.
- Perform research and participate on teams associated with the incorporation of environmental and energy management efficiencies within the facility management program.
- Lead teams, requiring assigning and checking work, giving instructions and overseeing the activities delegated to assist in project work.
- Assist with the development and management of facilities databases (CAFM/SAP) as it relates to the operations, maintenance and minor capital investments.
- Participate and provide support to other Facilities & Real Estate activities and initiatives, as required.
- Perform other duties as required.

**Education**:

- Requires a knowledge of business administration to carry out maintenance programs, develop systems for planning, monitoring and controlling major or minor capital projects including appropriate budgetary and cost controls. Requires a knowledge of finance to perform financial variances and estimates. Requires a knowledge contract administration to develop sourcing strategy for service contracts.
- Requires a knowledge of computer technology to develop and manage facilities databases (CAFM/SAP) as it relates to the operations, maintenance and minor capital investments.
