Position Summary
Reporting to the Housing Program Administrator, this position will lead the implementation of the Homeless Individuals and Families Information System (HIFIS) and provide ongoing support and analysis of the system to municipality and community partners to strengthen overall system and program development through evidence informed planning. The role will be responsible for collecting, monitoring, analyzing and reporting on the overall homelessness data across the system with Social Services and with Community Partners, as well as maintain data integrity, governance, and insight of the Homelessness System data collection initiatives. The HIFIS system is an electronic records management system built for, and in collaboration with community partners.
**KEY DUTIES & RESPONSIBILITIES**:
Assist HIFIS agencies in establishing recording systems, reporting data, monitoring outcomes, and evaluating effectiveness of programs and services to monitor local needs and identify patterns that inform data-driven solutions.
Provide statistical support, analysis, recommendations and consultation to internal managers and community partner agencies regarding system planning and evaluation of programs to help support evidence-informed decision making for future services or supports.
Act as the “By-Name Priority List” liaison to receive additions and maintain the list and report on indicators including in-flow and out-flow of individuals and families. Develop and maintain appropriate database for tracking of local “By-Name Priority List” and generate reports to support various steps within the system (i.e., prioritization, assessment scores, resource capacity). Liaise with community partners to collect information on people experiencing homelessness.
Participate in the Ministry of Housing’s Housing and Homelessness Data Forum and in the development and implementation of province-wide performance metrics, ensuring the completion of all reports and requests from Ministry Funders.
Other duties as assigned.
Qualifications, Competencies
3 year degree.
Two (2) years’ experience in data collection, data extraction and analysis, data visualizations, report development, and database system administration.

Advanced level in Microsoft Office 365; Word, Excel, Power BI, and Power Point (tested)
High level of attention to detail to ensure data integrity.
Strong interpersonal skills with the ability to interact, train and support individual system users and ministry representatives.
Must be flexible and comfortable working in a fast-paced environment with a commitment to quality customer service.
Must have the ability to manage competing priorities and multi-task in addition to the ability to work under mínimal supervision.
Must demonstrate a strong commitment to maintaining confidentiality in accordance with local policy and applicable legislation.
Must possess and maintain a valid class “G” driver’s license.
Must obtain and maintain a satisfactory criminal record check.
