**Job Summary**:
We are searching for an experienced **Safety and Compliance Specialist
- Bilingual **to join the Cardinal team.

**Some of the key responsibilities include**:
**Occupational Health & Safety**
- Implement organizational safety Initiatives, and be the “Safety Champion” for Cardinal
- Responsible for scheduling, coordinating and maintaining the OHS training requirements and schedules company-wide including WHMIS, Forklift Training, First Aid, TDG and other related training for members to ensure compliance.
- Responsible for maintaining current with industry changes to standard Safety and Compliance for all operations including regulations and legislature for the company
- Supporting and guiding the JHSC with, applicable Workplace Health and Safety Regulations
- Actively participate and support the agenda of the Joint Health and Safety Committee (JHSC)
- Research best practices to support the development and implementation of OHS policies, procedures, and training materials
- Complete any necessary investigations regarding Workplace Occupational Health & Safety incidents and Fleet investigations relating to vehicular collisions if applicable
- In partnership with Human Resources, complete annual Employer’s Annual Hazardous Occurrence Report (EAHOR), on an annual basis

**Compliance & Fleet Management**
- Review of Carrier CVOR on a monthly basis, and management of driver CVOR (collection and annual letters).
- Escalations as needed for citations on Carrier CVOR
- Regular audit and review of driver files for completeness, accuracy and data management.
- Management of fleet files including but not limited to vendors, service, general maintenance, and sub-units.
- Review of ELDs for performance metrics and optimization on a regular basis
- Point of contact for ELD management including driver management, Training, and reporting.
- Support recruitment of drivers by reviewing practical and theory exams from applicants.
- Generate weekly HOS reports from ELD
- Collect and process vehicle collisions including accident reports for collisions and property damage, performing investigations where needed, and reporting to insurance if necessary
- In partnership with Operations and Human Resources, deliver corrective measures to fleet as needed
- Coordinate and deliver Annual Driver Safety Meetings for all Terminals
- Delivery of new Driver Orientation
- Recommend policies procedures, and training material if applicable to support compliance
- Deliver KPI results and report to Senior Management regarding the Safety & Compliance for fleet persons and equipment
- Manage the licensing of all Commercial Trucks and Trailers and Annual Licensing Renewals
- Driver performance for citations, violations, accidents, other incidents
- Attend hearings where feasible to provide representation for minor offences
- Remain on call to handle emergency situations
- Assist with other Safety and Compliance functions as required

**Fleet Management**
- Assist the Operations team with asset management
- Build preferred vendor list to ensure adequate support on all lanes and locations Review all invoices, work orders and expenses for correctness and proper repairs
- Commercial vehicle plating as needed

**Qualifications**:

- 5 years related experience
- Bilingual English and French, verbal and written
- experience in Occupational Health and Safety
- Experience in a Commercial Vehicle Safety Role an asset
- Experience in OH&S and Driver orientation
- Must have valid G Class and reliable transportation - a commercial license (current or previous) an asset
- Knowledge of Hours or Service and MTO, HTA and D.O.T regulations an asset
- Exceptional organizational and time management skills the ability be flexible, maintaining a high level of accuracy and attention to detail
- Self-motivated, excellent problem-solving skills and the ability organize and prioritize work to meet deadlines
- Maintain a high level of confidentiality, tact, and professionalism
- Strong work ethic, integrity, and a positive attitude
- Demonstrates a desire to lead by example
- Must be able to travel to other terminals and available to work on some weekends if required
- Ability to be on call to handle emergency situations

**Technical Skills/Competencies**:

- Comprehensive knowledge of occupational health and safety, Workplace Safety & Insurance Act, the Occupational Health & Safety Act
- Experience with accident investigation, workplace inspection
- Experience utilizing an ELD platform
- Basic mechanical knowledge of Commercial Vehicles (class 1, 3, 5) including box trucks and trailers. No container knowledge required
