Safety & Compliance Officer, Cardinal Couriers
Are you a Safety & Compliance professional in the transportation industry looking for a new challenge? Cardinal Couriers is a mid-sized, family-owned carrier with terminals in Ontario and Quebec, and approximately 250 company drivers and owner operators.
**Title**:Safety and Compliance Officer (Bilingual FR/EN preferred)
**Location**:Mississauga with travel (varies; generally up to 20%)
**Shift**:Day(evenings as required)

**About the Position**:
**Travel, hours**
- Position includes travelling to terminals on a regular and as-required basis.
- Also includes working afternoons and evenings on an as-required and on-call basis to promote safety, investigate incidents, deliver, and support training and promote a culture of safety across the organization.
**Responsibilities (include but are not limited to)**
**1. Regulatory and Insurance Compliance**
- Interpret and enforce all applicable regulations, guidelines, and standards
- Ensure drivers meet regulatory, insurance and company qualifications; includes active involvement in the hiring process.
- Maintain driver files, ensuring compliance.
- Active member of Joint Health and Safety Committee (JHSC), manage JHSC initiatives and support terminals JHSCs.
**2. Inspections, Audits and Reviews**
- Conduct routine inspections of transportation facilities, equipment, and operations to identify root causes, potential hazards, safety violations, areas for improvement and corrective action.
- Conduct internal audits and reviews to assess compliance with safety regulations and identify areas for improvement.
- Recommend corrective actions and monitor their implementation.
- Conduct safety checks on drivers and equipment to ensure they are safe and following our company policies as well as all government, insurance and company regulations, policies, procedures and guidelines.
**3. Investigations**
- First point of contact for all accidents/incidents, ensuring proper reporting with the insurance company, regulatory and company authorities from start to finish.
- Lead investigations into accidents, incidents, and safety breaches. Identify root causes and recommend preventive measures to mitigate future occurrences. Includes conducting post collision interviews and investigations with drivers along with the Fleet & Route Supervisor or their designate.
- Investigate and manage claims for collisions and personal injury, act as point of contact for WSIB and CNESST working with terminal supervisors and Fleet & Route Supervisor as needed.
**4. Risk Assessment**
- Evaluate the safety risks associated with transportation activities, including vehicle operations, loading/unloading procedures, and transportation routes.
**5. Documentation and Reporting**
- Maintain accurate records of safety inspections, compliance activities, incident reports, corrective actions taken, and training required and completed.
- Prepare detailed reports for regulatory agencies as required.
- Track and report on safety activities to improve safety within the terminals. Some of the activities include but not limited to, Safe Driver Program, CVOR activities and HOS/DVIR violations through internal audits and random checks.
- Reporting and updating information on accident registry, identify trends and implement corrective actions.
- Report weekly results and activities.
- Responsible for annual government reporting.
**6. Training, Education and Performance Management**
- Develop, schedule, coordinate and deliver training programs to educate employees on safety protocols, regulatory requirements, and best practices for risk management.
- Includes issuing training to drivers for pre-trip inspection, defensive driving, HOS, (E-logs), accident reporting etc. using Carriers Edge and in-person as needed.
- Determine appropriate training required by position, based on regulations, insurance and company requirements and industry best practices.
- Track training, and ensure all employees complete any required training within the required timelines.
- Conduct new hire driver orientations and re-training.
- Supporting performance management of fleet members for non-compliance of required deliverables including disciplinary meetings with Drivers on violations, tickets, accidents, injuries, claims and other incidents as they occur.
- Communicate and coach UC’s (driver leads) on driver safety matters.
**7. Policy Development**
- Collaborate with senior management, regulatory and insurance authorities to develop and implement policies, procedures, and safety protocols aligned with industry standards, regulatory and insurance requirements. Includes making recommendations and writing policies, procedures and processes.
