Join our team of dedicated leaders as we grow our department and develop and implement a comprehensive disaster response strategy at BCEHS. You will help to enhance situational awareness through data analysis, regular communication, and coordinated efforts with key partner agencies, fostering interoperability for seamless disaster response.

**What you'll do**

The Manager, DR3 (Response) reports to the Director, DR3, and is responsible for leading the development and maintenance of disaster preparedness, response and recovery plans and procedures by which BC Emergency Health Services (BCEHS) mitigates and responds to the consequences of disasters.

The Manager represents BCEHS and undertakes a leadership role in the support and coordination activities during the response phase of disasters and catastrophic events. They represent BCEHS on various committees and councils ensuring BCEHS has effective corporate and regional disaster response, and all-hazards response plans in place. They will develop and maintain a framework, that articulates the functions of a comprehensive disaster risk reduction and continuity of operations program. This role coordinates, supports, and, where necessary, leads regional managers in the creation, implementation and maintenance of effective disaster response and recovery plans and procedures. The Manager consults and works with the Ministry of Health and PHSA representatives to ensure appropriate integration of BCEHS planning activities with similar activities within the provincial healthcare system. The Manager also advises and assists BCEHS management and executives regarding disaster specific planning, response, recovery, business continuity and exercises and training.

**Additional details**:

- Assists the Director to ensure expenditures fall within budgetary guidelines; Reviews the budget with others and ensures budgetary issues are dealt with expeditiously; Manages and recommends an operating budget, and co-managers a training budget where portions of the regional operations budgets are also impacted.
- Manages the development and maintenance of BCEHS’s disaster specific planning, response, recovery, business continuity and exercises and training; gathers together required stakeholders, facilities discussions to determine needs; and negotiates and facilitates consensus in order to aid in decision making; leads directly with, and through regional coordinators; and develops the major modules of an overall Disaster Response and Recovery Plan.
- Makes recommendations to the BCEHS Senior Leadership Team regarding measures to address shortcomings in disaster preparedness.
- Represents BCEHS in the areas of emergency management and disaster preparedness including allied Emergency Management committees and councils; Actively participates in the various committees, councils, and with bodies by providing information, speaking on behalf of BCEHS, and negotiating and committing to resource use and deployment.
- Establishes the training needs for BCEHS in disaster preparedness, and works with the Learning department to deliver training programs including leading the development and implementation training and evaluation exercises; Conducts gap analysis regarding BCEHS preparedness and training.
- Manages the recruitment, mentoring and professional development of assigned staff and contract employees; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching sessions and facilitation of goal setting with employees; identifies training/educational requirements as needed.
- Provides support and coordination to the Emergency Coordination Centre and District Emergency Operations Centre(s) and leads others through in the process.
- Oversees the physical and procedural structure and guidance of Emergency Coordination Centre (ECC)/District Emergency Operations Centers (DEOC) for organizational response readiness.
- Active participant in the BCEHS DR3 after-hours on-call rotation.
- Ability to work a variety of shifts to meet operational requirements, including weekends and evenings as necessary; Must be able to work long hours under stressful conditions, during emergency situations; Work at other locations may be required.

**What you bring**

A level of education, training, and experience equivalent to a Bachelor’s Degree in Emergency Management or a relevant discipline plus seven to ten (7-10) years’ of experience in Emergency Management and Disaster Preparedness; Competent in incident management such as Incident Command System (ICS) or Business Continuity education and able to educate others in the process. A certificate in Emergency Management or equivalent is considered an asset.
