- North Shore Emergency Management (NSEM), a tri-municipal agency providing emergency management services to the District of North Vancouver, the City of North Vancouver, and the District of West Vancouver. We are seeking a Planning Assistant II to join the team for a 3-month temporary opportunity. This position is funded by the Pacific Institute for Climate Solutions (see eligibility criteria below).**Position Overview**
- The North Shore is susceptible to a wide range of hazards and risks including earthquakes, wildfires, landslides, flooding, sea level rise, and extreme weather events. In November 2023, the Emergency and Disaster Management Act came into force in B.C. The new legislation requires consideration of climate change in emergency management, an evaluation of disproportionate impacts, and respectful inclusion of Indigenous Knowledge and local knowledge (e.g. lived experience). NSEM has partnered with Tsleil-Waututh Nation, Squamish Nation and the three North Shore municipalities to develop a strategy to build community resilience to multiple hazards which are expected to become worse due to climate change. This project will help establish the baseline for resilience planning on the North Shore.**For this project you will**:
Under the guidance of NSEM staff, assist with a baseline policy review for resilience assessments on the North Shore to establish a baseline measurement of current levels of disaster resilience and increase awareness and understanding of resilience challenges.- You will conduct an analysis of existing policy inventory that highlights disaster risk reduction and resilience objectives with municipal priorities outlined in Official Community Plans. Along with an analysis of plans and strategies from core municipal sectors, such as: Climate Action, Emergency Preparedness, Parks and Open Space, Transportation, Economic Strategy, Housing Action, Social Strategy and so on, and key corporate management strategies. Main tasks will include review and analysis of existing plans, support for lived experience engagement, presentation of key finding in reports and presentations and general planning and administrative support as required.- Qualitative data analysis (lived experience interviews) and quantitative data analysis skills.
- Expertise or interest in disaster risk assessment, presentation and communication of risk results and use of risk information in policies and decision making.
- Experience in document/plan analysis at the intersection of climate change adaptation, mitigation and disaster risk reduction, and community development plans.
- Experience and/or interest in Indigenous engagement and public engagement.
- Strong research and analytical skills, excellent communication skills, and a keen eye for detail. Familiarity with emergency management principles and/or municipal planning is an asset.
- Proficient in using online administrative tools such as Microsoft Office Suite (Outlook, Word, Excel) and SharePoint, along with online communications platforms (e.g., Zoom, Teams, WhatsApp).
- Ability to write reports and synthesize data.
- Ability to work on site or from home, in accordance with operational needs/guidelines.
