The Health Protection Branch oversees, leads and supports the development, implementation and review of legislation, standards, guidelines and policies to protect public health. Health Protection staff support research into emerging and existing environmental and infection control and infectious disease public health concerns (e.g., climate change, air borne contaminants, hospital and community acquired infections), to understand these issues and the impacts they may have for public health. The Branch is also responsible for administering the Protection for Persons in Care Act that requires the reporting of abuse and promotes the prevention of abuse of adult Albertans who receive publicly funded care or support services. As well, the Branch provides compliance, monitoring and performance oversight of health practitioner claims to improve quality and accountability for benefits that are paid under the Alberta Health Care Insurance Plan (AHCIP), and also coordinates the emergency planning and response efforts of the health sector for the department for emergency events (e.g., pandemic influenza, business disruptions and flood).

We are looking for two (one permanent, one temporary) seasoned policy professionals to strengthen our team through strategic thinking, strong analytical skills, and the ability to clearly articulate and share accurate and sometimes critical information quickly and completely. As part of the Emergency Management Unit (EMU), the Health Emergency Planning Analyst helps ensure the EMU and the department are prepared to respond to any emergency through robust, evidence-based plans and resources, strong stakeholder networks and coordination, and a focus on continuous improvement.

This position participates in all phases of plan and policy development, promotion and implementation. The EMU will often be asked to develop materials that will go to the Deputy Minister, Senior Management as well as cross-ministry tables for information and approval. This position participates in emergency responses and provides independent decision-making in disaster or emergencies affecting Alberta and/or the department.

**Key accountabilities and responsibilities**:

- Conducting research, e-scans, and jurisdictional reviews to aid in evaluating, understanding issues and identifying and recommending policy options, programs and objectives.
- Using project management skills to plan and develop multi stakeholder public facing documents.
- Preparing work plans, scans, briefing, reports and presentations.
- Managing the design, development, approval, maintenance, implementation, and promotion of emergency response planning and preparedness programs for the department (e.g., Business Continuity, Public Health Emergency Planning).
- Creating connections and relationships that contribute to the awareness, understanding and trust of emergency planning and response internal and external to the department.
- Responding to and recovering from an emergency event through representing the department in cross-ministry coordination activities, providing situational awareness updates to various audiences including senior leadership and supporting the coordination of the health system response including providing advice and issue resolution.

**Education and Experience**
A university graduation in a related field (social science, public policy, emergency management or health) plus 4 years progressively responsible related experience; or equivalent as described below.
