Qualified applicants are being sought for the position of Manager of Human Resources and Health & Safety

in School District 91 (Nechako Lakes). The Manager of Human Resources is an excluded position and is a member of the district management team reporting to the Assistant Secretary-Treasurer. The anticipated start date is March 1, 2023, or a mutually acceptable date.

The district is a widely dispersed district that includes the four major communities of Vanderhoof, Fort St. James, Fraser Lake, and Burns Lake as well as several outlying areas. The district consists of 9 elementary schools, 3 elementary-secondary schools, 3 secondary schools, 3 alternate schools, and a province-wide online learning school. The position will be based out of the School Board Office in Vanderhoof but will require regular travel within the district.

The district provides education for approximately 4000 learners with a staff of 700 and an operating budget of approximately $64 million. We are committed to sustaining inclusive and equitable work environments focused on excellence, innovation, and community.

**Responsibilities include**:
The Human Resources Manager is responsible for the delivery of personnel and administrative services including:
Supporting the management of district collective agreements;
Providing bargaining planning, strategy and support;
Ensuring that HR records and related data bases are properly maintained;
Conducting, advising, and assisting administrators/supervisors with investigations;
Coordinating and representing the district at the appropriate steps of the grievance process;
Supervising posting and staffing processes combined with selection and recruitment;
Supervising the absence tracking and dispatch of replacement and on-call staff;
Overseeing of disability and leave management processes;
Liaising with payroll and finance regarding payroll and finances issues;
Researching and preparing reports as required, such as attendance, recruitment, and retention;
Supporting Freedom of Information & Protection of Privacy requests;
Overseeing District Health and Safety policies, procedures, Workers’ Compensation Act and the Occupational Health and Safety regulations;
Providing technical advice on Occupational Health and Safety matters and working in consultation with staff, management and representatives of regulatory agencies such as WorkSafeBC, emergency services, Northern Health and the Municipal Emergency Coordinator;
Providing technical advice and support to the District Health and Safety Committee and related committees;
Ensuring the delivery of educational and training programs (including emergency management) to promote sound health and safety work practices;
Providing assistance and/or conducting follow-up on accident reports and inspections as necessary;
Establishing and maintaining programs aimed at detecting health and safety risks in the workplace and developing appropriate solutions;
Coordinating and delivering health and safety orientation for new employees.

Perform other related duties as requested

A suitable post-secondary degree/diploma with a focus on human resources management;
CHRP designation;
A minimum of five years’ experience including two years in human resources administration in a unionized environment;
Superior clerical, data management and electronic spreadsheet skills;
Experience in the diverse public sector/education environment;
Excellent conflict resolution and relational skills;
Adept at handling confidential and sensitive information and documents;
A thorough knowledge of Human Rights legislation, Workers’ Compensation Act and regulations, and safe work procedures;
The ability to plan, develop and implement a comprehensive health and safety program to ensure compliance with WorkSafeBC and other regulations;
Proven experience in WorkSafeBC claims management, accident investigation and worksite inspections;
Emergency management training and/or experience;
The ability to maintain effective interpersonal relationships and maintain confidentiality;
Proven ability to plan and follow up on projects;
Knowledge of computerized human resource systems and proficiency in a Windows environment including Microsoft 365 software.
