**Job Summary**:

- Direct the delivery of high quality, complex open source services which respond to the information needs of employees, particularly in operational areas.
- Design and develop new modes of open source service, to respond to changing client needs and to take advantage of environmental opportunities (e.g., new technologies and services) both internal and external to the organization.
- Establish and maintain, through ongoing consultation with colleagues at HQ and in the regions, a thorough knowledge of organizational interests and priorities, in order to design and deliver effective open source services.
- Participate in planning and priority setting in the unit, branch and organization-wide initiatives and projects.
- Establish unit plans and priorities and evaluate performance, taking into consideration professional standards and industry best practices.
- Develop policies to guide the delivery of open source services in a timely, resource-effective, responsive manner, and to evaluate the effectiveness of these services.
- Manage employees (including training, evaluation and development) following effective human resource management practices.
- Plan and manage the corporate unit budget for print and on-line information services for HQ and for the regions; which includes managing the relationship with service providers with respect to cost and delivery modalities.
- Manage the publicly available dataset program according to policy and procedures in place, and advise and present on the acquisition and use of these datasets.
- Participate to forums, presentations and discussions on open source initiatives within the organization and within the national and international intelligence community.

**Education**:

- Master’s Degree in Library Studies and five (5) years of experience as a professional librarian in a library or information centre environment.

**Note**:

- The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense through a recognized credential assessment service.
- Any higher level of education could be recognized as experience.
- Two (2) years of experience in a supervisory role;
- Three (3) years of experience in managing or providing open source information services in an intelligence milieu; or researching information and using analytical techniques in order to draw inferences and conclusions, and make recommendations.

**Note**:
For the criteria of experience in a supervisory role:

- We are looking for experience related to the skills required to perform the functions, and not necessarily formal “supervisory” experience.
- Depending on the number of employees to be supervised, this may involve various degrees of experience in planning, coordination, control and leadership of human resources.
- These skills may have been acquired through both work-related and other experiences, including voluntary and other work experiences, as a supervisor or not.
- Formal supervision entails to day-to-day planning, organizing, directing, controlling and performance of the work of others (team) in achieving or attaining results with an organization.
- Tasks include:

- Developing strategies to support activities within the organization and help the team understand the objectives.
- Encouraging participation, developing talent, setting objectives and providing performance feedback to employees.
- Identifying issues and resolving workplace problems such as absenteeism and conflict.
- Scheduling work hours.

An asset qualification is a qualification which can enhance the ability to perform the work based on current and future business requirements, and which is not strictly required. Assets can help determine right fit.
- Experience in library systems and library records management.
- Experience in financial management (e.g.: responsible for a budget, establishing financial priorities, managing acquisitions, etc.)
