**JOB SUMMARY**:
Ottawa Public Library (OPL) provides accessible, innovative library and information services throughout the City of Ottawa, that meet the unique needs of diverse communities, delivered through a range of vehicles and reflecting a citizen-centred approach.
You serve as a member of the Library Senior Management Team, managing the delivery of essential services that support Citizens in accessing library materials in all mediums (e.g., print, digital, etc.), and act as lead for any combination of the following:

- Financial and business services, including MFIPPA (access to information) coordination;
- Organizational and human resource development;
- Service and program planning;
- Digital services;
- Marketing and development;
- Client services, including inquiry and complaint management;
- Web strategy;
- Collection management;
- Facilities planning and development;
- Materials management and borrower services;
- Outbound and mobile services;
- Library service delivery, including Main Library and Branch cluster management;
- Community outreach and partnerships;
- Service initiatives oversight.

You direct the implementation of Division and OPL strategies; identify and resolve system-wide issues; manage the operations of the assigned work unit (including services and organization structure); manage financial and human resources; and are accountable for hiring and firing, performance management, the discipline of staff as required, and chairing Level 2 grievance hearings.

**_This role is currently leading the Client Services Division - which includes the following departments: Content Services (Collections), Client Experience and Community Development, and Program Development._**

**EDUCATION AND EXPERIENCE**:
Completion of Master's degree in Library or Information Science (i.e., MLS, MIS or MLIS) from an accredited institution, or MPA or MBA

Minimum of 8 years of progressive related experience in management activities, including a minimum of 5 years in the management of human resources and external contract resources, and management of operating and capital budgets, preferably in a municipal or library setting.

Completion of the Municipal Leadership Program is an asset.

**KNOWLEDGE**:

- Thorough knowledge of the philosophy, standards and techniques and all facets of public library service.
- Principles and practices of library science, technology and management, reference and information service.
- Ottawa Public Library and its policies and procedures.
- The City of Ottawa and its policies and procedures.
- Public Libraries Act, the Copy Right Act.
- Library related regulations, policies, standard operating guidelines/procedures, and applicable municipal and provincial codes, and by-laws.
- Applicable legislation, policies and practices, including MFIPPA and all related legislation, acts and regulations as well as the Occupational Health & Safety Act, Workplace Safety and Insurance Act, and Employment Standards Act.
- Development and implementation of long range and short term strategies for Library management and related service delivery to the public.
- Trends and developments in the library environment.
- Management principles, planning, budgeting and supervision techniques and practices
- Business acumen and political acuity.
- Economic and statistical analysis and research techniques.
- Policy and program analysis, development, implementation and evaluation techniques
- Performance measurement and management practices.
- Financial and other related business practices.
- Contract document preparation, the tendering process and supervision of field services.
- Working knowledge of corporate human resource policies, practices and collective. agreements related to managing in a unionized environment, including hiring, dismissal, performance management and the grievance procedure.
- Methods used to deal with the media in a professional manner.
- Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
