Program Manager, Waste Management

The Waste Management Program Manager is a pivotal leader in the Waste Management organization providing strategic oversight and program management support across a complex portfolio. This role is instrumental in driving management of schedules, budgets, corporate planning, finance, reporting, and program improvement, ensuring efficient resource allocation, on-time project delivery, cost control, and driving progress and enhancement within the program. With a keen focus on optimizing performance and driving efficiency, this position acts as the central figure for strategic planning within the division.
**What you will be doing**:
Functions and responsibilities include but are not limited to the following:
Organization
- Lead a team of ~10 business and project controls staff to provide project management/controls and business support across Waste Management Portfolio.
- Provide oversight, support and leadership to develop and maintain scope and budgets across Waste Management Portfolio.
- Develop and maintain the Responsibility Assignment Matrix for work activities for project management activities across Waste Management.
- Ensure that work is planned and executed in accordance with Project Control System Descriptions and Company Provided Project Management and Control guidance documents.
- Champion a culture of innovative thinking and operational efficiency, fostering a collaborative team that recognizes and seizes opportunities for transformation and improvement.
- Mentor and cultivate a robust client engagement culture, functioning as the pivotal support to the Waste Management Directors.
- Scheduling
- Facilitate the training and knowledge transfer of waste management staff and leadership in strategic planning techniques, ensuring alignment with organizational objectives.
- Provide oversight, guidance and coordination of the development of long-term plans, including annual, 5-year, and 10-year plans, while maintaining adaptability in response to changes from PMO/MPO with unwavering leadership and integrity.
- Rigorously scrutinize plans to ensure their feasibility and effectiveness within established timelines and resource constraints.
- Oversee the development of robust schedules across the waste management portfolio (across subDBAs) including required functional support.
- Work/Budget Authorization
- Coordinate the development and maintenance of the estimates and budgets across the waste management portfolio - building strong relationships with project staff across the portfolio.
- Management of M&A budgets and associated purchase requisitions to ensure correct charging, accuracy and funding.
- Oversee project performance across the portfolio, tracking status working with project staff to provide meaningful and robust analysis and narrative on progress.
- Change Control Process
- Lead teams through development and submittal of change proposals as required.
- Maintain the record file for all Baseline Changes and Baseline Change Proposals across the portfolio.
- Provide strategic guidance and oversight to the sub DBA to be successful in change control, leading broad scale subDBA reassessments as required.
- Guide project teams through rigorous Gating and Sanctioning procedures.
- Managerial Analysis
- Provide oversight of monthly performance reporting across the portfolio (earned value, actual costs, accrued costs, ETC/EAC and schedule status) and ensure continuous operational refinement.
- Financial Approvals as required.
- Analyze EVMS data, cost variance, schedule variance, and total float, identifies root drivers, tracks and implements corrective actions as needed.
- Analyze resource availability versus resource requirements and develops work-arounds or recovery plans, as appropriate.
- Ensure consistency in integration of risk management across waste management project schedules
- Incorporate lessons learned in to subDBA planning.
- Material Management Process
- Ensure materials are properly planned in the baseline schedules.
- Ensure that an effective methodology is used to determine earned value credit for projects across the program.
- Ensure that material inventories are included in the EAC analysis.
- Subcontract Management Process
- Ensure that project staff are properly budgeting and planning subcontracts.
- Ensure that subcontractor schedule baselines are integrated with the program baselines.
- Serve as Responsible Manager for the Division when needed.
- Monitor and report overall progress of projects across the program, conducting reviews to verify outputs are aligned with plans, while and ensuring that significant variances and trends are investigated.
- Develop future managers through mentoring and transfer of the skills and knowledge.
- Develop and maintain good internal and external relationships to promote teamwork and collaboration.
- Establish a safe work environment and improve the safety culture in this organization
