Facility Manager

There are a number of facilities on the Chalk River Labs (CRL) site that surpassed their useful life expectancy and are becoming more difficult to operate and maintain. 122 buildings are scheduled to transfer to CRL Facilities Decommissioning (FD) during the 10-Year Decommissioning plan. The **Facility Manager** will be responsible for numerous facilities, some of which are licensed facilities, some radioisotope labs other licensed facilities and non-licensed facilities. At this time CRL FD has approximately 10 previous Class I Nuclear Facilities including, NRX and associated ancillary buildings, NRX Fuel Storage and Handling Bays, the Plutonium Recovery Laboratory, and the Plutonium Tower.
The potential risks associated with these facilities in terms of business, health, safety, and environmental are such that they must be managed in a responsible and due diligent fashion. Similarly, because some of these are licensed facilities, and all of the facilities are specifically referenced in the CRL License Condition Handbook, efforts must also be focused on ensuring that the facilities are managed in a compliant fashion. The purpose of the Facility Manager position is to ensure that:
- The Facilities are operated and maintained in a manner that is compliant with the conditions for licensing.
- The Facilities are operated in such a fashion as to protect Health, Safety, Security and the Environment.
- Interface with Decommissioning Project staff to develop strategy and implement best available technologies for building hazard removal and demolition.
- Assume responsibility for facilities that are transferred to CRL FD (storage with surveillance phase/direct demolition) in the future.
- Authorizing project documentation based on the Integrated Work Control Process.
- Ensuring that the projects conducted within the facilities under Decommissioning are conducted in a safe and compliant manner.
- Track project progress, monitor work on a frequent basis, perform safety inspections and be the single point of contact for project staff interface.
- Monitor key resources executing decommissioning tasks to compliment Project Leaders/Managers to bring the projects to successful completion.
**What will you be doing**
The Facility Manager position reports to and are accountable to the Decommissioning Facility Authority (DFA). Responsibilities include:
- Day to day protection of HSSE within their respective facilities.
- Managing a facility that has been transferred to FD to ensure that operations (if applicable), maintenance, monitoring, surveillance, assessments verification, and work processes are performed in a safe and compliant manner until the final decommissioning end-state is achieved.
- Overseeing & directing work performed by technicians and decommissioning specialist under care & maintenance.
- Ensuring that the Facilities are operated and maintained in compliance with conditions of their respective licenses, including: preparation of reports required under the license and of licensing documentation.
- Ensuring that the monitoring and surveillance activities, including records are completed as required in the associated site licenses.
- Ensuring that the facilities are maintained in a cost effective manner to provide physical integrity and to support a safe sustainable state.
- Reporting and investigation of incidents and unplanned events, and management of the emergency response function within the facilities.
- Interfacing with stakeholders and customers concerning project issues.
- Approving decommissioning work to decommission systems, structures and components.
- Overseeing decommissioning project activities within the facility.
- Reviewing & approving all project documentation, including Engineering Change Control approval.
- Responsible for ensuring the facility is decommissioned within the requirements of the decommissioning documents.
- Maintaining the knowledge base of decommissioning expertise and ensuring that decommissioning expertise and experience gained is available to projects, operations and contracts.
- Implementing the FD PDD, PRD & MCP Program in facilities being decommissioned at CRL.
- Mentoring the Decommissioning Facility Supervisors and staff on meeting FD Program requirements.
- Monitoring and reporting to the DFA on the effectiveness of the implementation of the FD Program within their respective facilities.
- Having the authority to take appropriate actions to rectify problem areas within the FD Program identified by, e.g., program surveillance, audits, self-assessments, and program reviews.
- Stopping work, when it is deemed necessary and addressing safety issues as the arise.
- Ensuring that all activities (including those by internal CNL groups and external contractors) carried out in the Facilities are planned, assessed in terms of possible hazards, and authorized.
