**Position Overview**:
Key Responsibilities:
Ensure the efficient and effective management of City owned real estate interests by:

- Continually assessing the City land and properties portfolio making sure it meets current needs.
- Proactively identifying surplus properties and providing recommendation for sale or development.
- Consulting with municipal departments and Commissions to identify and recommend most effective municipal land management.
- Attending meetings held by Common Council and the Planning Advisory Committee to support recommendations made for the acquisition or sale and management of City assets.

Support community development by:

- Creating and managing an inventory of all city-owned lands.
- Identifying and creating land assemblies for new development and calling for land development proposals as necessary.
- Managing the urban renewal land portfolio.
- Responding to requests for information and concerns from the public on real estate related matters.

Safeguard the financial resources of the municipality by:

- Establishing, together with the General Counsel Office (“GCO”), and following City policy on the management and sale of real estate.
- Negotiating for the acquisition of land and related interests required for municipal services including the initiation of expropriation where necessary.
- Managing leasing of property whether for or by the City of Saint John.
- Analyzing property taxes, reviewing, and appealing, if necessary.
- Providing valuation and appraisal support of land related matters to the City’s organization.

Ensure the appropriate, timely and cost-effective acquisition of strategic properties by:

- Identifying and securing strategic land holdings, including negotiating land acquisitions for municipal services under capital program and flood control projects as well as negotiating and acquiring easements for existing and new municipal services and other major projects.
- Following up expropriations in order to acquire land easements.
- Receiving, reviewing, and responding to unsolicited offers to sell land to the city; and making recommendations to Common Council on such matters.
- Performing site visits, public meetings with citizens, developers and land owners to co-ordinate and plan strategies and resolve issues.

**Essential Qualifications**:
An understanding of Provincial legislation such as the Community Planning Act, Local Governance Act, Assessment Act, Land Titles Act, Registry Act and Regional Services Delivery Act, as well as an understanding of the various land use municipal by-laws.

University degree in Economics, Business Administration or a related degree.

Minimum of 5 years experience related to governance and management of municipal land.
