Our portfolio consists of small to large-scale construction, repair and renovation projects entailing all contract types recognized by the Canadian Construction Association. All work executed by TORCON is conducted in accordance with all health and safety requirements, applicable legislation and best industry practice as showcased by our Certificate of Recognition (COR) endorsed by the Canadian Federation of Construction Safety Associations.

**Position Summary**

Reporting to Senior Management Team, this standalone position supports and delivers service to the Health & Safety function. This position is hands-on/operational and strategic in nature.

**Responsibilities**
- Annually review and maintain all H&S documentation as required (i.e., H&S Manual, Policies, Procedures, Job Hazard Analysis (JHA), Safe Work Practices (SWP), Safe Job Procedures (SJP), etc.).
- Review and analyze current policies, procedures, and practices, and recommend areas for improvement.
- Update the Document and Record Control Master Registry upon each review and revision of document templates.
- Subcontractor H&S Management: Manage subcontractor H&S pre-qualifications and acknowledgments prior to project start, insurance, WSIB Clearance, etc.
- Manage Return to Work Program (i.e., lost time injury, injury records, WSIB, etc.).
- Visit construction job sites to ensure H&S procedures are implemented by TORCON Site Supervisors, Project Managers, and TORCON subcontractors and workers.
- Conduct regular job site inspections, ensuring all OH&S compliance (including COVID-19 protocols), identify hazards, and complete workplace inspection. Maintain data to monitor trends.
- Manage TORCON Office/Shop H&S compliance (i.e., ergonomics, shop inventory, workplace inspections, fire extinguishers, H&S board, etc.).
- Prepare job site binders, including job site posting requirements.
- Train Site Supervisors and Project Managers how-to deliver subcontractor H&S orientations, complete inspection forms, Toolbox Safety Talks, Project Manager Workplace Observations, etc.
- Assist in the development of Emergency Response Plans for all job sites, including the head office.
- In collaboration with Project Managers, assist in project Site Safety Specific Plan to identify potential H&S hazards and develop proactive plan to eliminate hazards (i.e., construction of temporary platforms and scaffold, use of specialty equipment in confided spaces).
- Assist in incident investigations (i.e., first aid, lost time injury, near miss, violence/harassment, etc.), including follow-up and reporting as required.
- Provide H&S information and assistance to all TORCON projects (i.e., participate in Kick-Off meetings, Site Safety Specific Plan, Job Hazard Analysis, Safety Data Sheets, etc.).
- Promote construction industry best practices, and keep apprised on new and amended H&S legislative requirements, including CCOHS, IHSA, GTAA, MOL, and WSPS compliance guidelines.
- Provide H&S input to Pre-Qualifications and Proposals as required
- Lead H&S Special Projects.
- Chair all H&S meetings, discussing H&S objectives, statistics, concerns, recommendations, etc. Document minutes of meetings and follow-up on outstanding action items.
- Manage JHSC/H&S Representatives, including committee election, meetings, etc.
- Maintain GTAA reporting and monthly statistics reports submission and injury trends.
- Maintain wide assortment of H&S data (i.e., non-compliances, concerns, issues, potential liabilities, statistics - i.e., work-related injuries and/or illnesses, near misses, etc.)
- Ensure that site binders include all legislatively required documents, such as the Health & Safety Policy, Workplace Violence and Harassment Policy, and a copy of the Occupational Health and Safety Act.
- Order, track, and distribute H&S supplies (i.e., eye wash stations, first aid kits, fire extinguishers, etc.), H&S equipment (i.e., fall harnesses), Personal Protective Equipment (PPE), Project Signage, etc.
- Schedule H&S training and provide H&S training/orientation to all TORCON staff.
- Arrange annual inspections (i.e., Powered Elevating Work Platforms (PEWP), fire extinguishers).
- Maintain, develop, and update Health and Safety forms and documentation on SALUS, H&S software.
- Maintain, update, and upload training certifications on SALUS, H&S software.
- Other duties as required.

**COR Internal Auditor's responsibilities include but are not limited to**:

- Administer and oversee all aspects of TORCON’s Certificate of Recognition (CORTM) Program.
- Complete and submit TORCON’s COR Internal Audit. Participate and coordinate the TORCON COR External Audit.
- Develop written corrective action plan to ensure continuous improvement as required.
- Act as the liaison between TORCON and IHSA for the COR Program.
