Research Analyst

This position reports to the Manager, Policy and Program Development and is responsible for developing and implementing new programs and improving existing programs. Knowledge of forage and livestock production, crop production and risk management program design is required for this role.
**What you'll do**:
- Identify and develop risk management programs based on identified needs, industry demands, strategic plan and/or government direction and respond to gaps in insurance coverage considering the guidelines outlined in the legislative framework.
- Act as liaison with industry groups to represent SCIC programs and collect industry concerns/program gaps; travel regularly to industry meetings, present program information and respond to industry concerns.
- Perform data and statistical analysis, and report on the impact of implementation of policy recommendations.
- Perform appropriate technical research required for program design.
- Develop alternatives and recommendations on new or existing programs, legislation and related policy, regulations or agreements.
- Make recommendations and/or decisions on program design options and costing presented on behalf of the Corporation for Board of Directors’ approval.
- Prepare and present recommendations and reports to executive management, Board of Directors, Deputy Minister, and Minister of Agriculture’s office.
- Respond to inquiries from internal and external stakeholders regarding policy changes and impacts.
- Provide agronomic advice within the corporation.
- Provide comparative analysis on other jurisdiction’s programs, policies, and procedures.
- Write policy manual pages.
- Develop materials for annual program training and provide input in corporate training packages.
- Act as a facilitator or resource during the training sessions when required.
**Qualifications**:
- Knowledge of Saskatchewan agriculture, specifically related to livestock, with a sound understanding of relevant issues, policies, and programs.
- Investigative and analytical skills, with the ability to recognize and evaluate the implications and problems involved in integrating research findings into operational programs.
- Use of professional judgment to make recommendations on program design and operations that are defensible from agronomic, scientific, actuarial, and public policy perspectives.
- Willingness and ability to travel regularly to facilitate meetings with stakeholders, present program information and respond to industry concerns.
- Organizational and documentation skills.
- Ability to gather, sort and prepare useful information for co-analysts, managers, SCIC divisions, the Board of Directors and government agencies.
- Administrative skills such as project management, establishment of cost summaries, procedure development and basic management principles.
- Communication skills including ability to prepare and present concise reports through various mediums.
- Experience writing and presenting management and board reports.
- Computer literacy (Knowledge on Microsoft Office programs such as Excel, Word, PowerPoint).
