Reporting to the Director of Environmental Services, the Manager of Solid Waste Operations and Gas Utilization is responsible for managing the Solid Waste Operations Division including overall planning, administration, and construction and operations management of the City's Solid Waste Program. This position is responsible for efficient and economical operation and maintenance of the landfill, curbside collection and the landfill gas collection and utilization system. The Manager of Solid Waste Operations and Gas Utilization must ensure provision of superior customer service, compliance with all the regulatory requirements and functioning in accordance with the City's long-term vision and strategy for Solid Waste Management. Responsibilities include but not limited to:

- Supervise day-to-day operations of the Solid Waste Division, manage contracts, tenders and special projects, monitor performance trends, improve levels of service and implement best practices for efficient use of resources
- Manage landfill site planning, maintenance, capital improvements and operations including daily disposal, scale house, public drop-off area, leachate collection and pumping station operations
- Manage landfill gas collection and utilization planning, maintenance, capital improvements and operations
- Manage curbside collection programs for garbage, bulky waste, recycling, and yard waste materials
- Manage composting of yard waste and household hazardous waste events
- Ensure compliance with provincial and federal regulatory requirements, Environmental Compliance Approvals (ECAs) and the City's bylaws, policies and procedures
- Prepare and implement specifications/standards/procedures for solid waste system installation in new developments
- Prepare and manage operating and capital budgets including preparation of variance reports
- Establishment of maintenance standards and preventative maintenance program for buildings/equipment and related infrastructure at the City's landfill site
- Establishment of design, operating, and maintenance standards/specifications for the City's operating and closed waste disposal site(s)
- Preparation, through staff, of monthly payments to contractors for various components of operations
- Prepare Council reports and presentations related to the Division
- Administration of collection of fees and non-payment of fees for disposal of waste/recyclable materials at landfill site
- Preparation of annual operating and groundwater/surface monitoring reports to the Ministry of the Environment for City's operating landfill site
- Maintenance of effective working relationships with contract employees, suppliers, contractors, counterparts in other municipalities, other City Departments and governmental agencies
- Maintenance of effective relations with the public, including timely handling/resolution of suggestions, requests, claims, and complaints regarding the activities of Solid Waste Programs
- Enforcement of the City's Solid Waste Bylaw
- Coordinate with the Fleet division regarding maintenance of equipment and fleet
- Assist with collective agreement and labour relations issues
- Respond to emergencies when required
- Manage employee training requirements and ensure health and safety requirements are followed
- Maintain a professional work environment and provide a positive leadership by fostering long term growth and development of staff, coaching to maximize ability and providing feedback and support to produce sustained levels of successful performance
- Perform other related duties as assigned

**QUALIFICATIONS**
- Successful completion of a three (3) year Community College Diploma in Civil/environmental/mechanical/electrical Engineering Technology and full membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (CET) or an equivalent combination of education and experience
- Possesses seven (7) years of proven, progressive and increasingly more responsible relevant work experience with at least four (4) years of supervisory experience of both union and non-union staff, preferably in a municipal environment
- Thorough working knowledge of solid waste operations
- Knowledge of related legislation, regulations and guidelines including blue box program transition activities
- Proven leadership skills demonstrated through coaching, mentoring and being a positive role model
- Knowledge of collective agreement administration and labour relations principles and practices and "Competent" under Occupational Health and Safety Act
- Demonstrated results/achievements in human resources management, financial management, business planning and decision making
- Proven abilities in customer service, self-management, accountability and adaptability
- Strong report writing and project management skills, with the ability to achieve program objectives successfully while meeting tight deadlines
