**Job Summary**:
Reporting to the Supervisor of the Healthy Babies Healthy Children (HBHC) program, the HBHC Data Specialist oversees, manages, maintains, and reports HBHC program data.

**Duties & Responsibilities**:

- Provide quality assurance, maintenance, auditing, data cleaning, and reporting related to HCD-ISCIS and BORN. This includes staff training, document management, issue resolution, and ad hoc data requests.
- Develop tools for data collection and use by program staff who administer the provincial Healthy Babies Healthy Children Program.
- Maintain large data sets in ISCIS and Excel, to ensure integrity of data and records through routine data cleansing activities.
- Provide data entry, interpretation, and processing related to HBHC program requirements.
- Analyze operational data, create tools and reports for HBHC Supervisors and Manager to guide program decisions.
- Meet ongoing reporting requirements for the Ministry of Children, Community and Social services.
- Support the development and collection of data for departmental and team performance measures.
- Maintain program confidential files and records, filing, retrieving and archiving files for storage in accordance with Regional protocol.
- Train and provide expertise, mentoring and support to HBHC users of HCD-ISCIS and BORN.
- Work effectively within a diverse team of Public Health Nurses, Family Visitors, and administrative staff to understand the needs for data recording and to ensure data collection methods/tools are used appropriately.
- Work collaboratively within the Department to supply data to the Public Health Surveillance and Evaluation team for use and analysis as needed.
- Liaise with local IT staff and/or provincial helpdesks to identify, investigate, and solve problems, propose improvements, manage staff enrolments.
- Facilitate implementation of new or changed HCD-ISCIS or BORN systems.
- Participate in workgroups and user group meetings related to HCD-ISCIS and disseminate appropriate information to users.

**Duties and Responsibilities Continued**:

- Ensure compliance with legislation [e.g. Personal Health Information Protection Act (PHIPA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and Departmental policies/procedures for record management/retention and data collection and use.
- Develop and maintain related program policies/procedures.
- Ensure compliance in data collection and reporting with the Healthy Babies Healthy Children Program Protocol and the Healthy Babies Healthy Children Guidance Document.
- Support compliance in data collection with Professional College requirements (e.g. College of Nurses of Ontario)
- Provide support and back-up coverage to Program Assistant team as required.
- Maintain flexibility to work at the office or from home based on operational needs and duties assigned.
- Perform other duties as assigned.

**Skills & Qualifications**:
**Essential**:

- Experience in a public health or healthcare setting involving data management.
- Strong attention to detail, strong skills in problem-solving and critical thinking, be highly organized, and have excellent communication skills.
- Experience related to data entry, administration of large databases, quality assurance, and staff training is required.
- The ability to plan, manage, and prioritize tasks/projects with competing deadlines is also required.

**Preferred**:
An equivalent combination of education and experience will be considered.
