**JOB PURPOSE**

United Way BC - CNVI region is the Community Entity (CE) for the federal Reaching Home (RH) program (Designated and Indigenous streams) contracted to address homelessness in Cowichan and Nanaimo.

This position will effectively manage all Reaching Home deliverables on behalf of United Way BC. The Reaching Home Manager is a dedicated and knowledgeable community developer working to improve social conditions for citizens, cultivating productive relationships with stakeholders (government, community and non-profit) to tackle/solve local issues, and leads the RH team to achieve the deliverables as identified by Service Canada. The Reaching Home Manager works within the Community Impact and Investment (CII) team to implement Reaching Home Designated and Indigenous funding deliverables including supporting the Community Advisory Boards (CAB) and CAB committees for both communities, the Request for Proposal (RFP) process, contract negotiations, site visits with funded agencies as well as all reporting required.

**DUTIES & RESPONSIBILITIES**

**Reaching Home Funding - Nanaimo and Cowichan**

**Key Responsibilities: Contract and Relationship Management with Service Canada**
- Work closely with the Service Canada Officer(s) in our region and nationally to ensure our approach within community development and the investment strategy are aligned with the funding requirements
- Ensure communications and all reporting requirements are met and are on time
- Ensure Service Canada officer is informed of any external communications refunding investments and program stories

**Key Responsibilities: Reaching Home Community Plans - Establishment and Monitoring**
- For the 2022-23 year, work with both CABS to review and confirm or possibly revise the community plan funding priorities for 2023-24
- As directed by Service Canada/Reaching Home in 2023-24, prepare for the next funding cycle of April 2024 and beyond

**Key Responsibilities: Community Advisory Board (CAB) Support** - **Nanaimo and Cowichan**
- Work with the RH Specialist/CAB chairs to ensure meeting agendas are created and minutes are taken and distributed
- Ensure quarterly up-dates are provided to the CAB regarding reporting, funds and federal actions
- Provide orientation and training with CAB Chairs as needed. Work with CAB chairs/UWBC Communications team on internal and external communication plans
- Direct RH staff team work to ensure key players (funders, service providers) are represented and attend CAB meetings
- Recommend, leverage and/or facilitate additional resources (community volunteers, funders) which add value to RH projects to maximize community Impact and optimize stakeholder involvement consistent with strategic objective
- Ensure RH team provides effective support to the CAB committees
- Should additional funds become available, oversee the implementation of an RFP and the resulting decisions made by the CAB

**Key Responsibilities: Coordinated Access (CA)**
- Ensure contract obligations for CA are met
- Participate with Community Impact Manager on Provincial CE/CA calls, webinars and meetings
- Share learning across the Island as needed/requested
- Monitor the progress of implementation and ensure deliverables are met

***Key Responsibilities: Sub-Project Contracts, Outcomes Reporting/Monitoring**
- Once the CAB’s have approved funding investments, ensure the RH Specialist drafts the contracts, send to Community Impact Manager for review and works to get signed
- Work with the RH Finance team staff person to ensure all RH finances are in order
- Ensure the Impact/Finance team collect and compile quarterly and annual outcomes data reporting and annual CE RH work plan for Service Canada
- Supervise on-site monitoring of sub-project activities by staff/contractors
- Ensure activity monitoring reports are completed and filed with RH Service Canada
- Ensure annual work plans are complete and sent to Service Canada
