The Community Standards and Neighbourhoods Branch enhances a livable city by supporting safe properties and a civil urban society that meets the standards and expectations of communities. This is accomplished by the identification of standards, together with the education, compliance and where necessary, enforcement initiatives required to uphold them.

Reporting to the Director of Community Standards Peace Officer Section, the Transit Peace Officer Operations Manager is responsible and accountable for managing, directing and leading all of the enforcement and operational activities for the City of Edmonton Transit Peace Officers. Providing safety and security for Edmonton Transit Service employees, infrastructure and equipment is a major focus of this position.

The Manager completes the required provincial enforcement review, informal public complaint review and mandatory adherence to all Peace Officer Program and Policy standards as identified in the CPO handbook and Peace Officer Act. In collaboration with the Director and other leadership employees; this position coordinates enforcement activities throughout the city on transit and corporate properties, is a representative at provincial meetings on Peace Officer duties, training, legislative change and manages municipal and provincial statute remedial actions when required. This position also ensures that memorandums of understanding are in place with the Edmonton Police Service and external stakeholders, in relation to Transit Peace Officers, for communications, jurisdiction, high risk responses and Criminal or statute arrest procedures.

The Transit Peace Officer Operations Manager will:

- Lead the unit to meet Provincial legislative, conduct and reporting standards
- Provide leadership, development and coaching, performance evaluation and feedback, health and wellness, safety, staff recruitment and succession planning
- Provide operational direction, expertise and mentorship to almost 100 Transit Peace Officers including front-line and supervisory employees
- Focus on the team by building a respectful workplace culture through a values-based influencer approach and working collaboratively
- Forecast, prepare, and develop an annual plan identifying the resources required to meet service level demands
- Contribute to the formation, monitoring and controlling of the budget and resources to ensure that core branch objectives are being supported
- Seek input and feedback consistently from the Edmonton Transit Service Safety Division and all members relative to operational processes and procedures
- Conduct public engagement activities that provide insight and analysis in order to inform responses to inquiries from council, senior management, internal/external stakeholders including public interest groups
- Establish processes, policies and procedures that ensure the work units are aware of and compliant with its legal requirements at the federal, provincial, and municipal levels

**Qualifications**:

- Bachelor’s degree in Justice Studies, Business, Criminology, Sociology or a related field
- Or a 2 year diploma program from a recognized post-secondary institution in combination with related (or relevant) experience may be considered
- A minimum of 7 years of customer or public service security management experience, including 3 years of experience in a law enforcement field at a supervisory level which includes, program development, strategic planning & evaluation, budget management, supervision, research, and media relations
- Has held or currently holds the Provincial Peace Officer I designation
- Bylaw officer appointment would be considered an asset
- Possession of valid Standard First Aid and Basic CPR certificates and AED qualified is considered an asset
- Extensive knowledge of regulatory legislations and how they can be applied within the scope of the work
- Critical working knowledge of the AACP Use of Force continuum including the psychology of the Use of Force
- Excellent communication, negotiation and problem resolution skills involving multi-party interests
- Demonstrated problem solving, research, engagement and analytical abilities
- Demonstrated knowledge and ability to discuss complex qualitative decisions with a wide range of internal and external stakeholders
- Working knowledge of contract law, civil and criminal liabilities, risk management and threat assessment and risk reduction techniques
- Excellent knowledge of criminal law and of legislation respecting property access, access to information and Human Rights
- Valid Alberta Class 5 driver’s licence (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position
- Hire is dependent upon an Enhanced Police Information Check satisfactory to the City of Edmonton
