The Victoria Cool Aid Society (Cool Aid) provides affordable housing, emergency shelters, primary health and dental care, nutritious meals, and wellness programs such as recreation, employment, and volunteer opportunities. With your support, the staff helps more than 12,000 people annually at 20 locations in Victoria, Saanich, and Langford. Cool Aid houses and supports more people who have been homeless in their community than any other organization on Vancouver Island.

The Manager is responsible for the supervision of day-to-day property management services, such as managing tenancy starts and terminations, ensuring effective documentation practices, advising on and monitoring Residential Tenancy Act (RTA) compliance, and responding to tenancy related concerns. Some after-hours and on-call work are required.
A narrow selection of the larger scope and responsibilities for this position are as follows:
- Participate as a key member of the Property Services team by leading and supporting the achievement of departmental goals.
- Support the Director of Capital Assets & Property Services in general oversight of the Society’s facilities.
- Contribute to ensuring a high occupancy rate by the coordination of unit turnover.
- Reviewing key performance indicators (rent collection, vacancies) regularly for patterns/trends.
- Work closely with the facilities maintenance department to achieve departmental goals with regards to repairs in tenant units and unit turnover.
- Work closely with the Support Services teams to ensure compliance with the RTA and positive tenant outcomes.
- Be the lead contact for the Society’s affordable housing properties, including move-ins/outs and unit showings.
- Participate in procurement processes based on best practices and Cool Aid policies, for the competitive provision of contracted services, in line with annual budgets while monitoring performance.
- Collaborate with other in-house departments as well as external stakeholders regarding new projects and the renovation of existing buildings.
- Monitor and ensure compliance with applicable legislation. This may include the RTA, Fire Code, WorkSafe legislation, building codes, electrical codes, and the Human Rights Code.
- Ensure the guidelines, policies and procedures set out by Cool Aid and in Building Operating Agreements are adhered to.
- Manage a property services team through a variety of activities including recruiting, coaching, regular staff meetings, managing performance, and encouraging professional development.
**QUALIFICATIONS**
**Education**
- Completion of a post-secondary degree in Business Administration, Social Work, or a related field, or an equivalent combination of multidisciplinary education and work experience.
- A rental property manager’s licence, certificate or diploma in property management, social housing management, or a related field is an asset. Cool Aid will support applicants with current property management designations.
**Experience**
- Three to five years managing property services including at least two years in a supervisory capacity.
- Specific experience in large scale social housing or not-for-profit facilities management is an asset.
**Requirements**:
- The Ministry of Public Safety and Solicitor General Criminal Record Check must be completed prior to commencement of employment.
- A valid BC Driver’s license and a clean driver’s abstract.
**Job Information**
- Salary: $90,542 per annum.
- Work Location: 101 - 749 Pandora Ave.
- Days and Hours of Work: Monday to Friday from 8:30am to 4:30pm. Some work outside of these hours will be necessary on occasion.
- Weekly Hours: 40.
- Union: Exempt.
